Dozens of temporary houses built on rice fields
The eco-tourism area for food and beverage services named “Khong Thoi Gian” in Huong Tho Phu commune, Tan An city, Long An province is invested by Khong Thoi Gian Company Limited Branch. However, upon verification, this signboard was installed by the company itself and has not been recognized as a tourist area by the Long An provincial authorities.
According to the report of Tan An City People's Committee, at the land plots at location No. 49, Hamlet 1, Huong Tho Phu Commune, Tan An City, the company has not yet converted the use of agricultural land into commercial service land.
According to the land use planning of Tan An city approved by the competent authority, the land plots in the above land area belong to the rice-growing land planning. The general construction planning of Tan An city approved by the competent authority, the location of the above land areas belongs to the low-density residential land planning, oriented to be in the construction zoning plan of the extended Hung Vuong road.
However, according to actual records at the above location, in addition to the warehouse approved for construction in 2020 for use as a mushroom growing facility. In 2021, the business owner built 8 more wooden stilt houses, temporary wooden columns, thatched roofs with an area of 20 - 30m2, 10 thatched huts with an area of 20m2, 02 thatched huts with an area of 100m2 as a place to do business and serve food and drink. In addition, there is 01 hexagonal wooden hut, wooden columns, assembled tiled roof with an area of 10m2 used as a place to decorate and take photos; 01 house with wooden columns, assembled tiled roof with an area of 150m2 used as a place to display wooden furniture and handicraft products. The purpose of construction is to do business and serve food and drink.
“The owner of all these temporary constructions has not been granted a construction permit by the Tan An City People's Committee. Currently, the Huong Tho Phu Commune People's Committee is reviewing and inspecting all constructions of the enterprise, reviewing all land use rights, guiding the enterprise to carry out procedures in accordance with regulations, and any part of the construction that violates regulations will be handled according to regulations,” said Chairman of the Tan An City People's Committee Vo Hong Thao.
Request to restore the status quo
Regarding the illegal construction and misuse of land at this project, on June 17, 2024, Tan An City People's Committee issued Notice No. 2590/TB-UBND on the conclusion of a number of contents to handle administrative violations. In which, the City People's Committee assigned the People's Committee of Huong Tho Phu Commune to urgently inspect and clearly identify the investor of the Khong Thoi Gian Ecological Zone project in the commune.
On the other hand, mobilize and request investors to self-demolish construction works on land not used for the right purpose. If investors do not self-demolish the above-mentioned illegal construction works, assign the People's Committee of Huong Tho Phu commune to preside over and coordinate with relevant city departments to prepare documents to handle violations of construction works on the above-mentioned land according to the correct procedures and regulations of the law.

It is known that in July 2024, the investor of the project "Khong Thoi Gian Ecological Zone" submitted a petition and documents requesting consideration of permission to invest and do tourism on agricultural land at the above location. On August 19, 2024, Tan An City People's Committee issued Document No. 3732/UBND-TCKH informing the results of the petition's settlement that the above proposal was not in accordance with legal regulations.
Tan An City People's Committee requests the investor to dismantle the violating constructions and restore the land to its original state before the violation. If the investor does not comply with the dismantling of the violating constructions, the competent authorities will, based on legal regulations, conduct an inspection, make a record, and handle administrative violations according to legal regulations.
