Focusing all your efforts to boost growth
There is only one month left for Vietnam to "concentrate all its efforts" towards the growth target of 8.3-8.5%. Therefore, promoting domestic consumption is identified as an urgent task to create attraction for production and circulation of goods.
Talking to Lao Dong, Dr. Nguyen Minh Phong - an economic expert - assessed that domestic consumption is becoming one of the most important driving forces to promote Vietnam's economic growth in 2025, especially in the context of investment and exports still facing many challenges.
"To achieve the set goals, more stronger consumer stimulus measures are needed in the last month of the year," Dr. Nguyen Minh Phong emphasized.
In that context, the Government issued Directive No. 18/CT-TTg, assigning the Ministry of Industry and Trade to preside over the implementation of trade promotion programs, concentrated promotions, connecting supply and demand and stimulating domestic consumption. Following the Prime Minister's direction, the Ministry of Industry and Trade has organized the National Concentrated Promotion Program in 2025 to stimulate consumption, promote production, support businesses to expand output, and promote quality Vietnamese goods to domestic and foreign consumers.
Mr. Vu Ba Phu - Director of the Trade Promotion Agency (Ministry of Industry and Trade) commented that "We are entering the last month of 2025 - a period of special significance to complete socio-economic development goals. In the context of the global economy still facing many potential risks, domestic purchasing power is an important pillar, a driving force for growth, along with exports and investment".
Expansion of promotions and incentives from retail businesses
In parallel with solutions from the Government and the Ministry of Industry and Trade, retail businesses across the country have also begun to enter the peak period, launching promotional and incentive programs to stimulate consumption.
Talking to Lao Dong, a representative of Masan Group said that in response to the National Concentrated Promotion Program, Masan has implemented a series of deep incentives across the supermarket system. "More than 1,000 products are discounted every day, the discount is up to 50%, along with the incentives of "buy 1 get 1", "buy 2 get 1" applied to the group of fresh, essential goods and many other items." he informed.
According to a representative of Masan Group, WinCommerce coordinates with provinces and cities to stabilize the market, especially with essential goods during the peak season. Masan also participates in fairs and weeks to promote regional specialties and Vietnamese products, contributing to promoting agricultural product consumption and supporting domestic tourism.
Survey at GO system! in Hanoi, it shows that this supermarket is also implementing many programs such as a 10% discount on fresh goods when shopping before 10 am on Monday to Friday.
Talking to Lao Dong, Ms. Pham Minh Ngoc (21 years old, a student living in the Cau Giay area) shared: "Normally I only buy a few necessary items, but this time the goods have been discounted a lot, so I buy more to gradually use. For students, this program is very practical, helping to save while the goods are still of guaranteed quality". The shopping baskets filled with vegetables, meat, rice, dried goods... in the hands of consumers in Hanoi in early December are the clearest proof that the promotion has "touched" the real needs of the people, stimulating consumption and production.

The latest data from the Statistics Office (Ministry of Finance) shows that total retail sales of goods and consumer service revenue at current prices is estimated at VND 6,377.7 trillion, up 9.1% over the same period last year (same period in 2024 increased by 8.9%), if the price factor of 6.8% increase (same period in 2024 increased by 5.8%) is excluded.
