The reason is that during the period from 18-23.2, Mr. Nguyen Thai Dung hired a scooping machine to level and renovate the ground to facilitate the afforestation. During the leveling process, Mr. Dung let others take advantage of the excess land to transport out of the area, so he violated mineral exploitation.
Mr. Vo Van Tuan - Chairman of Vinh Chap People's Committee - said that, related to the violation of Mr. Dung, Vinh Linh District Party Committee has requested to clarify the responsibilities of the collective and individual involved.

Rectify the situation of illegal land exploitation
Mr. Ho Xuan Hoe - Director of Quang Tri Department of Agriculture and Environment - said that, before the situation of land exploitation for illegal leveling materials or beyond the licensed mine scope in some localities, this unit has sent a document to the provincial police and People's Committees of districts, towns and cities, requiring strengthening management and strict handling of violations.
The Department asked the Quang Tri Provincial Police to direct professional units to coordinate with the commune, ward and town police to firmly grasp the situation, detect and strictly handle illegal mineral exploitation acts in accordance with the law. For local authorities, the Department requires the People's Committees of districts, towns and cities to direct specialized departments and commune authorities to strengthen propaganda and dissemination of minerals law for people, especially regulations that prohibit arbitrarily renovating and exploiting leveling soil without permission from the competent authority.
Along with that, localities need to organize regular inspection and supervision of areas with signs of illegal exploitation and resolutely handling violating organizations and individuals. The Department emphasizes the strict observance of the law not only to protect natural resources and environment but also to ensure order and discipline in mining activities in the area.
