On September 16, the working delegation of the Ministry of Finance led by Deputy Minister Nguyen Duc Tam had a working session with the People's Committee of Khanh Hoa province on the implementation of the 2-level local government model.
The delegation also surveyed the Migration, Resettlement, site clearance for nuclear power plants and many inter-regional transport infrastructure projects.
The Department of Finance reported on the project to relocate and resettle Ninh Thuan nuclear power plants with a total recovered land area of more than 1,130 hectares, affecting 1,153 households with 5,229 people.
Of which, the construction area of 2 factories is over 815 hectares; 2 resettlement areas are 119.25 hectares; 13.4 hectares of renovated residential areas; 22.27 hectares of cemeteries; 0.59 hectares of pumping station area and about 159.6 hectares of resettlement areas.
Regarding compensation and site clearance, the Provincial People's Committee is directing relevant units to speed up the progress of land origin consideration, apply compensation prices, and complete procedures to pay to people according to regulations.
Khanh Hoa determined that the total cost of the project is about 12,392 billion VND, proposing to use 100% of the central budget.
To date, the Government has allocated VND 3,236 billion, the province has proposed the Ministry of Finance to advise on allocating the remaining VND 9,156 billion.
Khanh Hoa also proposed a list of key projects for the 2026 - 2030 period, including: transport infrastructure connecting Ca Na Seaport with the Southern Central Highlands; the dynamic route connecting the North - South expressway with Thanh Son Airport and Ninh Chu Tourist Area; coastal route from DT.651 to Van Ninh commune; coastal road connecting Cam Ranh to Nam Khanh Hoa...
The representative of the Provincial People's Committee recommended that the Ministry of Finance report to the Government to promptly guide the determination of the safety radius of the nuclear power plant; separate the resettlement project into an independent project to speed up site clearance progress in 2025; continue to allocate capital for key projects.
With the 2-level local government model, Khanh Hoa also proposed that the Central Government soon issue a decision approving the list of communes in particularly difficult areas; support training and detailed guidance for commune-level cadres in handling online public services; synchronize the process of handling administrative procedures for business households and cooperatives on a software system.
Concluding the meeting, Deputy Minister of Finance Nguyen Duc Tam assigned the Department of Local and Territorial Economy to synthesize the province's recommendations, and noted that Khanh Hoa needs to soon include the plan to build a working headquarters to serve the two-level government in the medium-term public investment plan.
Regarding the Ninh Thuan Nuclear Power Plant Migration and Resettlement Project, Deputy Minister Nguyen Duc Tam emphasized that this is a national key project, requiring the province to be more determined and make further efforts in implementation; directing departments and branches to advise on adding specific mechanisms, shortening procedures, reviewing and reporting promptly to the Ministry of Finance to submit to the Steering Committee for the Construction of the Nuclear Power Plant to remove obstacles.
