Accordingly, voters said that in the past time, Ha Tinh province in general and Ky Anh district in particular have coordinated well with the Ministry of Transport, investors, contractors, and supervisory units in implementing the North-South Expressway Project through Ha Tinh, ensuring progress ahead of schedule and cost savings.
Therefore, voters request the Ministry of Transport to consider using the above savings to invest in upgrading the DH.91 Tho - Trung district road (in Ky Anh district) with a length of 8.1 km, which is seriously degraded, to ensure the connection of the highway intersection with National Highway 1A and the center of Ky Anh district.
Responding to this content, the Ministry of Transport said that, implementing Official Dispatch No. 769/CD-TTg dated August 26, 2023 of the Prime Minister, based on the proposals of localities, the Ministry of Transport issued Document No. 4752/BGTVTKHDT dated May 6, 2024 reporting to the Prime Minister on the results of reviewing the connection with expressways to promote investment efficiency and promote socio-economic development of regions and localities.
In this report, the Ministry of Transport has summarized the investment in expanding the district road DH.91 connecting the center of Ky Anh district with the North-South expressway section Ham Nghi - Vung Ang in the direction of "The Ministry of Transport invests in the intersection between the expressway and national highways, the connecting routes are national highways; localities invest in the intersection between the expressway and local roads, the connecting routes are local roads".
Therefore, the Ministry of Transport agrees on the necessity of investing in district road DH.91 connecting the center of Ky Anh district with the North-South expressway as proposed by voters.
However, according to legal regulations, this is a route under the investment management authority of the locality, so the People's Committee of Ha Tinh province is requested to proactively research and balance local budget capital or other legal capital sources to soon invest in district road DH.91, promoting the effectiveness of the North-South expressway.
