At the meeting, Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho said: In 2024, the city will continue to pay attention to and focus on investing in roads and regional bridges for transport infrastructure. In particular, Hai Phong pioneered the contribution of nearly 11,000 billion VND from the city budget to implement the project through the city....
However, Hai Phong's transport infrastructure still has many shortcomings such as the road system and intersections in the seaport area are still narrow; the city's beltway system has not been fully invested; the old railway system has not been connected to seaport areas such as Dinh Vu, Lach Huyen and Nam Do Son ports; the inland waterway system has not yet promoted its role in reducing road load.

Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho proposed that, in the context of resources not yet met, Hai Phong City should continue to pay attention to and direct relevant units to coordinate with the city to study and invest in the construction of Tan Vu - Lach Huyen 2 bridge, approach roads and intersections in the steps of preparing the Feasibility Study Report of Lao Cai - Hanoi - Hai Phong Railway Project; studying investment in the construction of the section from Kien Bridge to Quan Toan overpass with a length of about 6.2km, ensuring the scale of the entire route reaches a minimum of 4 lanes, in accordance with the plan; studying investment in the National Highway 10 intersection with Hanoi - Hai Phong expressway to become another intersection to complete, expand the foundation, surface of National Highway 10 and reorganize traffic in this area; support the procedures to speed up the implementation of the Binh Phong - Hai Phong coastal road project...
For the railway sector, it is recommended that the Ministry of Transport pay attention to and direct relevant units to coordinate with the city in the implementation process of preparing the Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong Railway Project through Hai Phong City. Regarding the dismantling and relocation of railways and railway stations at Hoang Dieu Port to implement the Nguyen Trai Bridge Construction Investment Project, the Ministry is requested to pay attention to and direct the suspension of the railway line for freight transport from Chua Ve Port to Hoang Dieu Port and Hai Phong Station; relocate railways and railway stations at Hoang Dieu Port, and consider and add Vat Cach Station as a passenger transit point for the Hanoi - Hai Phong railway line.
Along with that, the city also proposed that the Ministry of Transport soon approve the Detailed Planning for the development of Hai Phong seaport land and water areas for the period 2021-2030, with a vision to 2050; approve the task of planning Hai Phong International Airport for the period 2021-2030, with a vision to 2050 (in Tien Lang district)...
At the meeting, leaders of units under the Ministry of Transport and leaders of the Ministry of Transport directly responded and guided Hai Phong to carry out work steps related to proposals and recommendations. According to Minister of Transport Tran Hong Minh, Hai Phong plays a particularly important role as a locomotive, a driving force for development that has a great influence on localities in the region and the whole country.
Minister Tran Hong Minh basically agreed with Hai Phong's recommendations and proposals, and assigned directly-run units to coordinate with the city for implementation. For issues related to planning adjustment, strive to complete before March 30, 2025.
