Still difficult, entangled
According to statistics from the People's Committee of Krong No district, the budget for the national target program on sustainable poverty reduction for the 2021-2025 period of the district is more than 65 billion VND.
Of which, the central budget is about 30 billion VND, the rest is local budget and credit sources (Social Policy Bank).
However, some communes such as Dak Nang, Buon Choah, Nam Xuan... still face many difficulties in arranging capital to implement the above program. The implementation progress of some units is still slow, the capital allocated each year must be carried over to the following year.
Also according to the People's Committee of Krong No district, after the district reorganized the operating apparatus of the steering committee for national target programs, the district regularly held meetings to evaluate the implementation results.
Thereby, promptly removing difficulties and obstacles in the process of implementing programs. However, there are still some units at the commune level that are slow in completing the steering committee and management board. The assignment of tasks at the commune level government still overlaps and is not in accordance with the functions and tasks.
Ms. Mai Thi Tho (officer in charge of Labor - Invalids and Social Affairs in Dak Dro commune, Krong No district) confided: "Some poor households (ethnic minorities - PV) still have the mentality of waiting and relying on the State's support policies. They still lack the effort to escape poverty."
In addition, according to Ms. Tho, in general, this is the first phase of the program implementation, so the guidance documents from all levels are not timely. There are many new contents, so the localities are still confused in implementing.
"The level of risk when implementing programs to provide breeding cows and goats... still occurs. For example, cows get sick and die or many farmers do not know how to monitor cows in heat to inseminate them in time... This greatly affects the effectiveness of the policy program" - Ms. Tho added.
Resolutely remove bottlenecks
Based on the guiding documents for implementing the national target program of the central and provincial governments, the People's Committee of Krong No district has guided communes, towns, and related units to implement projects and sub-projects (under the national target program).
Mr. Nguyen Xuan Danh - Permanent Vice Chairman of the District People's Committee affirmed: "Regarding the assignment of tasks and coordination of project and sub-project implementation, the District People's Committee has directed relevant units and the People's Committees of communes and towns to implement synchronously".
According to Mr. Danh, in the key period of 2024 - 2025, if any unit slows down progress, disburses resources slowly... the District People's Committee will have a plan to handle the responsibility of the head to set an example.
"We are determined to reduce the rate of poor and near-poor households in accordance with the spirit of the District Party Resolution set out in this term. Each year, the locality will strive to reduce the rate of poor households by 3% or more. To achieve that goal, focusing on training and improving the capacity of officials working on poverty reduction at the district and commune levels is very important," Mr. Danh emphasized.
According to research, after implementing national target programs, the life of ethnic minorities in Krong No district has changed positively. Production efficiency has developed, hunger eradication and poverty reduction in ethnic minority areas have achieved many outstanding achievements.
