    Receiving feedback from the people via the public phone number of Major General Do Thanh Binh - Director of the Traffic Police Department (Traffic Police, Ministry of Public Security) about the passenger bus entering the emergency lane on the elevated Ring Road 3 (through Dinh Cong Ward, Hanoi), Road Traffic Police Team No. 14 - Traffic Police Department, Hanoi City Police urgently verified and clarified.

    As a result, the authorities identified the driver as Tran Minh T (born in 1977, residing in Chi Minh Commune, Hai Phong City).

    At around 10:20 a.m. on September 23, 2025, Mr. T drove a passenger car with license plate 50E-139.xx into an emergency lane on the elevated Ring Road 3.

    For the above violation, Road Traffic Police Team No. 14 has drawn up an administrative violation record for driver Tran Minh T for "driving a vehicle in the emergency lane of the highway".

    According to current regulations, drivers will be fined from 4 to 6 million VND (average 5 million VND), and have 02 points deducted from their driving licenses.

    According to the Hanoi Traffic Police Department, the emergency lane is only used in situations where vehicles have incidents and need to stop to ensure safety. deliberately entering the emergency lane not only violates the law but also poses a serious risk of traffic accidents.

    The Traffic Police Department of Hanoi City Police recommends that traffic participants absolutely comply and not take advantage of the emergency lane to move.
