On the morning of November 28, Lam Dong Provincial People's Committee announced that it had issued a notice from 7:00 a.m. on November 28, prohibiting all tourist boats, transport ships, and fishing vessels from traveling at sea until further notice.
This is one of the most necessary measures to prevent, combat and respond to storm No. 15.

The Chairman of Lam Dong Provincial People's Committee requested departments, branches, sectors and People's Committees of communes, wards and special zones of Phu Quy to focus on calling for and instructing ships still operating at sea to urgently move to safe storm shelters.
At the same time, implement measures to ensure safety for dams, dykes, and production and business activities, especially agricultural production and aquaculture.

According to records, from late on November 27, many coastal areas of Lam Dong province were hit by big waves against houses and shops, forcing people to move their belongings.
At Lien Huong sea dike (Lien Huong commune), big waves hit the sea dike and caused flooding at the path along the embankment. Local forces have evacuated some households living along the seawall to safety.

The sea dike area of Ham Tien 1 quarter (Muoi Ne ward) has many seafood restaurants that were also hit by big waves. Many establishments have moved tables, chairs, and assets away from the seawall area.
