Efforts to hand over clean site for the project
The Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) Expressway Construction Investment Project under the public-private partnership form was approved by the Prime Minister in Decision No. 1212 dated August 10, 2020 and assigned the People's Committee of Cao Bang province as the competent state agency for the project.
The project has a total length of about 93.35 km (phase 1). In Lang Son province, this route passes through Van Lang and Trang Dinh districts with a length of about 52 km, with a total land use area of 361.13 ha.
The section passes through Van Lang district with a land acquisition area of 166.66 hectares and Trang Dinh district with a land acquisition area of 194.47 hectares.
On November 17, according to information from the Steering Committee for compensation and site clearance for key projects in Lang Son province, up to now, in Van Lang district, the project has measured and counted 138.9 hectares, reaching 83.34% and has paid advances to 342 households with the amount of 32.1 billion VND.
The result of the handover of 42 hectares of land, equivalent to about 9.1 km of route length; 314 graves have been moved, the remaining number of graves counted is 57 graves.
In Trang Dinh district, the expected recovered area is 194.47 hectares, with about 682 households affected by the project in Hung Viet, Hung Son, De Tham, Chi Lang and Chi Minh communes.
The result of the handover of the site reached 49.77 hectares, 473 graves/197 households were counted, the advance payment for grave relocation costs was made to 76 households/204 graves with the amount of 2.07 billion VND, and 199/473 graves were moved.
Thus, up to now, the project's site clearance work has reached 93.6%. The two provinces strive to hand over 100% of the project site by the end of December 2024.
The Huu Nghi - Chi Lang border gate expressway is component project 2 of the Bac Giang - Lang Son expressway project.
This project is represented by the Provincial Traffic Infrastructure Construction and Maintenance Investment Management Board. The investor implementing the project is the Consortium of Deo Ca Construction Joint Stock Company - Deo Ca Group Joint Stock Company - Construction Joint Stock Company 568 - Lizen Joint Stock Company.
Total investment for the project in the phased phase is 11,024 billion VND.
The project has a total length of 59.87 km, including 2 routes. Route 1 is about 43.43 km long, starting at Km1+800 (QL.1 route) connecting to the entrance to Huu Nghi border gate in Dong Dang town, Cao Loc district and ending at Km44+749.67 (Bac Giang - Lang Son expressway route) in Mai Sao commune, Chi Lang district. Route 2 is the route connecting Tan Thanh border gate and Coc Nam border gate, about 16.44 km long, including 2 sections.
The project has a total recovered land area of 594.69 hectares, passing through the districts of Chi Lang, Van Lang, Cao Loc and Lang Son city; with a total of 2,356 affected cases.
According to the assessment of the Steering Committee for compensation and site clearance for key projects in Lang Son province, the 4 districts and cities where the project passes through have done a good job of propaganda and mobilization, so they have received the consensus of people whose land is recovered right from the beginning.
People have agreed to receive advance payment and hand over part of the land to implement the project.
Up to now, site clearance work has reached 67%, striving to hand over 100% of the site by the end of December 2024.
"Just work, no back talk"
On the afternoon of November 14, at a working session with the two provinces of Lang Son and Cao Bang, Prime Minister Pham Minh Chinh requested the two provinces to speed up the progress of the above projects.
Prime Minister Pham Minh Chinh emphasized that the Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressway projects are two important road projects that not only connect expressways in the region, but also connect with the North - South expressway and connect with China.
Prime Minister Pham Minh Chinh highly appreciated the importance of time, intelligence, determination, drasticness, self-reliance, self-strengthening, mobilizing the strength of the entire political system, people, and businesses to implement, in the spirit of "only discussing action, not retreating".
In particular, the Prime Minister requested the rapid completion of two projects in 2025, contributing to the opening of the expressway from Cao Bang to Ca Mau.
