Accordingly, to proactively respond to the tropical depression near the East Sea that is likely to strengthen into a storm and may cause widespread heavy rain, the Chairman of Lao Cai Provincial People's Committee requested departments, branches, sectors, agencies under the province, chairmen of People's Committees of communes, wards, and Tan Phu Limited Liability Company to focus on directing and organizing implementation with the most urgent, drastic, timely, and effective spirit; not to be passive or surprised in responding to natural disasters, especially the risk of floods, landslides, flash floods, and localized flooding to ensure the safety of life and property of the People and the State.
Official Dispatch No. 01 also requires communes and wards to proactively inform, direct, and guide people to respond promptly based on the actual situation and potential impact of the tropical depression, the circulation of the tropical depression, and the flood situation in the locality.
Organize inspection teams at the grassroots level to prepare plans to evacuate people from dangerous areas. Notify each household living in areas at risk of flooding, landslides, and flash floods to proactively prevent and ensure safety. Prepare forces, vehicles, equipment, and necessities according to the four on-site motto to be ready to respond to all situations.


Check and proactively take measures to ensure the safety of reservoirs and downstream areas. Arrange a permanent force ready to operate, regulate and handle situations. Strengthen propaganda, dissemination, guidance, and recommendation for people to limit going out of their homes when the storm makes landfall. To reinforce and protect the roof, materials that are prone to being blown off or broken such as cement and tiles are used. Replace with materials such as zinc-plated corrugated iron roofs. Consider early harvesting or protective covers for vegetables, crops, and livestock in accordance with specific local conditions to minimize damage.
In particular, local authorities have arranged forces to be on duty and guard at underground, overflow locations, and roads across the stream to guide traffic. People are prohibited from picking up firewood, winding around, or fishing on rivers and streams during floods.
At the same time, urgently complete the repair and overcoming of incidents and damages to the dike project that have occurred recently. Check and review all dyke works and dyke protection plans in the area. Prepare human resources, materials, means, and equipment to proactively deploy when incidents and situations occur according to the four-on-site motto. Prepare forces and means to promptly rescue, rescue and quickly overcome the consequences of storms and floods if they occur in your locality.


In addition, the Departments of Agriculture and Environment, the Department of Industry and Trade, the Department of Construction, and Tan Phu Limited Liability Company closely monitor the situation of tropical depressions and floods, proactively coordinate and deploy related plans, promptly and effectively implement traffic guidance work in culverts, spillways, and deeply flooded areas.
