On May 15, Lao Cai Provincial People's Committee informed that the unit had just issued a rural transport development plan for the period 2026-2030, with a vision to 2040 with the goal of continuing to complete synchronous and modern transport infrastructure, meeting the requirements of socio-economic development, building new rural areas and sustainable poverty reduction.
According to the plan, by 2030, the province strives to invest in new construction and upgrading of at least 350 km of inter-communal roads and connecting routes from national highways and provincial roads to commune centers; build at least 100 reinforced concrete bridges and steel bridges to replace old suspension bridges, temporary bridges, and degraded underpasses.
Along with that, about 2,500 km of rural roads will be supported to open new roads, expand roadbeds and solidify according to technical standards. The province sets a target that by the end of 2030, the proportion of rural roads asphalted and concreted will reach over 80%; by 2040, it will reach 100%.
According to the province's orientation, the rural transport system will be invested in accordance with the terrain conditions of mountainous areas, prioritizing highland areas, ethnic minority areas and border areas.
Roads will be effectively connected with national highways, provincial roads, concentrated commodity production areas, tourist destinations and border gate economic zones to create development space for the locality.
In the period 2026-2030, each year the province is expected to deploy more than 70 km of inter-communal roads, about 20 bridge projects and support the solidification of 420-580 km of commune and village roads.
In 2026 alone, Lao Cai is expected to implement over 70 km of connecting roads, 20 bridge projects and about 500 km of commune and village roads.

To ensure the quality of the project, the province requires investment to strictly comply with technical standards, pay attention to drainage systems, landslide treatment, ensure traffic safety and adapt to climate change.
One of the key solutions that continues to be emphasized is the mechanism "People do, State supports".
Accordingly, the provincial budget prioritizes investment in key traffic routes, supporting materials and construction costs; commune level supports site clearance, labor and land adjustment for households donating land to build roads.
The total estimated cost for implementing the plan is about 8,952 billion VND from the provincial budget.
Of which, more than 6,230 billion VND is for upgrading inter-communal roads; 700 billion VND for bridge construction; over 2,022 billion VND to support the development of commune and village roads.
The Provincial People's Committee assigned the Lao Cai Provincial Department of Construction to be the focal agency to monitor and urge the implementation of the plan; coordinate with departments, branches and localities to mobilize resources, manage project quality and organize the implementation of set goals.
