Building a house on public land
As Lao Dong reported, the Investigation Police Agency of Bac Lieu Provincial Police requested the People's Committee of Phuoc Long District to provide all documents, evidence, and evidence related to the Investment Project to build a Commercial Housing Area and a central market in Phuoc Long District, Bac Lieu Province. According to the Investigation Police Agency of Bac Lieu Province Police, this project shows signs of violating regulations on bidding, causing serious consequences.
Regarding this project, on March 13, 2013, Phuoc Long District People's Committee coordinated with Bac Lieu Real Estate Construction and Trading Joint Stock Company (Bac Lieu Real Estate Company) to organize a groundbreaking ceremony for the construction of Phuoc Long Commercial Center Project.
The project is an architectural complex built on an area of 16,000 m2, with a total investment of over 80 billion VND, including items: Cage market house with a capacity of over 250 stalls and 3 rows of 3-storey commercial townhouses with 87 apartments... along with a traffic system, water supply, sidewalks, trees and outdoor parking lot. It is expected that the project will be completed after 2 years of construction.

After starting construction, this enterprise encountered negative reactions from the people for not clearing the land and taking public land to build a townhouse.
In November 2014, the People's Committee of Bac Lieu province approved the change of name to Phuoc Long District Central Market and Commercial Housing Area, and reduced the area to 15,941 m2. Of which, there are 1,257.42 m2 of land managed by Phuoc Long District People's Committee, the remaining 14,683.25 m2 of land is self-cleared by investors.
In May 2014, Phuoc Long District People's Committee issued decisions to reclaim land from 77 households and individuals to implement the project.
Before the Provincial People's Committee issued a document approving the adjustment of the project's name and scale, the investor arbitrarily built 14 houses on the land managed by the District People's Committee. This land was valued at nearly 9 billion VND at that time.
District borrows money from around
In 2013, with difficult budgets, Phuoc Long District People's Committee agreed with the investor to transfer land use fee advances to the district (more than 8.8 billion VND). On July 22, 2013 and July 26, 2013, the investor transferred an advance payment of 2 billion VND for land use fees but deposited them into the district Social Security Fund account.
On April 3, 2014, the investor said that he was facing difficulties and proposed to return the advance payment, so the People's Committee of Phuoc Long district transferred 1.6 billion VND back. After that, the district continued to face difficulties, so it discussed with investors to continue to give the district an advance payment. On September 16, 2014, the investor transferred 1 billion VND to the district; on September 19, 2014, 600 million VND; on November 4, 2014, 2.9 billion VND.

In 2014, the district continued to advance an additional VND 2.9 billion to investors, bringing the total amount transferred by investors to the district in advance to VND 4.9 billion. In total, the investor transferred VND 4.9 billion in advance of land use fees to Phuoc Long district.
The report of Phuoc Long District People's Committee in 2017 showed that borrowing money was clearly stated: At that time (2013), the investor proposed to implement the project first to build 14 houses on a 1,257.42m2 plot of land managed by the district. In return, the investor carried out site clearance to both build houses for sale and clear the site, so Bac Lieu Real Estate Company transferred VND4.9 billion to Phuoc Long district as a temporary land use fee.
The report also stated that the compensation for site clearance according to the approved plan is over 17 billion VND, Bac Lieu Real Estate Company has not yet transferred it to the District People's Committee to make payment according to the plan.
