The dispatch clearly stated: At 08:00 on July 19, 2025, the upstream water level of Hoa Binh Lake was at the elevation of 101.74m, the downstream water level was 14.61m, the flow to the lake was 3,973 m3/s, the total flow downstream was 6,942 m3/s (the lake is currently opening 03 bottom spillways).

Closing 01 bottom spillway gate of Hoa Binh Lake at 4:00 p.m. on July 19, 2025 and continuing to close 01 bottom spillway gate at 07:00 on July 20, 2025. Closely monitor the development of floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment.
On the same day, the Ministry of Agriculture and Environment also sent an official dispatch to the People's Committees of the provinces and cities: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh on ensuring safety downstream when operating Hoa Binh hydroelectric reservoir.
To ensure the safety of works and activities along the river, the Ministry of Agriculture and Environment recommends that People's Committees of provinces and cities: Notify authorities at all levels, people, and organizations operating on rivers and along rivers to know information to proactively take measures to ensure safety and adjust activities accordingly. Timely report any unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
