The Standing Committee of the Hanoi People's Committee has just sent a report to the Standing Committee of the City Party Committee on the implementation of planning research and investment in renovating and beautifying a number of square areas and public spaces in Hoan Kiem district.
Accordingly, the total area expected to be studied for planning and investment projects to build squares and parks in the area east of Hoan Kiem Lake has an area of about 2.14 hectares.
According to the report of Hoan Kiem district, there are 47 land owners in the project implementation area, including 12 organizations, agencies and 35 households.
Within the scope of the land, there are a number of valuable works including: Institute of Literature; Hanoi Electricity; Department of Culture - Sports and the "light house" project and the statue of Uncle Ho in the Hanoi Electricity land area.
Hanoi City has determined that the investment project to build squares and parks includes 2 phases.
In which, phase 1 will invest in building the upper part of the square - park in the form of public investment. Phase 2 invests in the construction of underground works under the square - park (3 floors) along with the underground works of station C9.
Phase 1 will be completed on the occasion of National Day September 2. Hanoi City has directed the implementation of measures to create a special "green lane" for the project (ensuring that the project is not stopped due to any common difficulties and problems for a public investment project, using land, implemented in the shortest time).
The city will simultaneously make local adjustments to the urban subdivision planning H1-1B and develop an architectural plan, approving the plan before April 16.
After completing the architectural plan, the Department of Planning and Architecture, the Institute of Construction Planning and Hoan Kiem District were assigned to collect kienles for organizations, individuals, and communities according to regulations.
The Hanoi People's Committee said that these construction investment projects belong to the urban renovation and embellishment project group in the city center, contributing to increasing the value of the special national historical - cultural relic site of Hoan Kiem Lake... The projects will be implemented with great urgency, aiming to celebrate major national holidays.
To date, the implementation of the project has been actively supported by organizations located in the area. However, the implementation of the project has affected the rights and lives of some organizations and households that are subject to relocation and site clearance, and there are complicated difficulties related to the mechanisms and policies applied, so many problems will certainly arise.
Therefore, the Party Committee of the City People's Committee proposed that the Standing Committee of the City Party Committee agree on the policy of implementing the investment project to build a square - park on the East side of Hoan Kiem Lake and the project to renovate, renovate and reconstruct the space of Dong Kinh - Nghia Thuc Square.
