In fact, in the central Thai Nguyen area, rainfall from 7090mm/hour has caused many stagnant water points, over 100mm/hour can cause deep flooding, with drainage time lasting 23 hours.

Some black spots flooded in the center of Thai Nguyen include the Imperial City, Gia Sang, Minh Cau, Thai Nguyen University... Meanwhile, the 4 drainage axes to the Cau River, over 10km long, are all narrow, silted, and congested.
To completely solve this problem, Thai Nguyen province is planning to implement projects to prevent flooding.
Accordingly, Chairman of Thai Nguyen Provincial People's Committee Vuong Quoc Tuan requested the Department of Construction to advise the Provincial People's Committee to issue an emergency situation and an emergency construction order on December 2 to create a legal framework for the quick implementation of items to handle flooding.
Phan Dinh Phung Central Ward propagates and mobilizes people, thoroughly handles cases of encroachment, and clears corridors for construction. Before December 20, the ward must complete the handover of the site.

Units organize construction simultaneously on the entire route, continuously working 3 shifts/day, mobilizing maximum human resources, machinery and vehicles. The entire stream system, including the solidified sections, must be dredged urgently.
In locations with serious silting, especially Mo Bach stream, it is necessary to re-create drainage slopes, expand all revenue gates, synchronously install a system of box culverts and large-disc round culverts in a long-term direction, avoiding patchwork. In particular, in the area of Minh Cau Street and low-lying areas, it is necessary to build a 15 - 20m deep well, combined with a support pumping station.
Chairman of the Provincial People's Committee Vuong Quoc Tuan also assigned relevant agencies to study and design plans to regulate water into regulating lakes and apply Japanese microbiological technology in treating the water environment in lakes. Regarding the required progress, dredging is completed within 20 days and complex technical items are completed within 30 days.

Previously, Chairman of Thai Nguyen Provincial People's Committee Vuong Quoc Tuan also directed all violating and encroaching works affecting drainage to be dismantled before December 15.
The head of Thai Nguyen Provincial People's Committee requested relevant units to have a detailed plan to assess the current situation, especially urgent measures to handle flooding. Research and develop a plan for the start of flood prevention work from December 20.
All the contents of dredging sewers, streams, building works to serve drainage, and preventing flooding must be included in the urgent task to speed up progress. It is necessary to ensure slopes to drain water effectively, and floodgates and revenue gates must be expanded.
The Huong 2 Waterfall spillway projects, completing the dike system on both banks of the Cau River, deploying pumping stations, dredging Mo Linh stream and building new bridges to solve the problem of flooding are also being studied and implemented.
