Circular 12/2025/TT-BTC of the Ministry of Finance amending regulations on fee working regime and conference regime takes effect from May 4, 2025.
Accordingly, the standards for purchasing air tickets for domestic staff are stipulated as follows:
For senior leaders ( superior to the Minister level), it is necessary to comply with current state regulations.
Business class or C class is for leaders at the ministerial level and equivalent positions; Deputy Ministers and leaders with a number of position allowances of 1.3 or more; Deputy Heads of socio-political organizations at the Central level; Permanent Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.
Special, flexible general seats (such as Premium, Deluxe, Plus, Flex...) for leaders who are entitled to a position allowance coefficient according to that leadership position from 0.8 to 1.25 but are not eligible to buy business class tickets ( business class or C class).
In cases where it is necessary to work urgently but cannot buy regular tickets, leaders who are entitled to a position allowance coefficient according to that leadership position from 0.8 to 1.25 are allowed to buy business class air tickets ( business class or C class). Ministers and heads of central agencies, People's Councils of provinces and centrally run cities shall specify the application of this regulation to ensure compliance with the characteristics and balancing capacity of their agencies, units and localities.
General class: for the remaining subjects.
Thus, compared to Circular No. 40/2017/TT-BTC dated April 28, 2017 of the Minister of Finance on airfares for officers, there are some changes such as: establishing a new type of ticket for officers with special and flexible common class seats (such as Premium, Deluxe, Plus, Flex... The new regulation also adds cases where they cannot buy regular tickets, some officers are allowed to buy business class tickets. These new additions increase the initiative and flexibility of units when purchasing air tickets in practice.
