As Lao Dong has reported many times, the Phuc Thai General Hospital Project in Song Cong City (Thai Nguyen) with an investment of more than 2,000 billion VND, located on 2.7 hectares of prime land in Cai Dan Ward, Song Cong City has been in operation for more than 10 years but has not been completed.
Phuc Thai General Hospital was expected to meet the needs of medical examination and treatment and create jobs for local people. The project was not put into use on time, wasting land resources and causing resentment among the people.
On October 2, the reporter noted that inside the project, the 5-story building had only completed the frame and was still lying motionless, exposed to the sun and rain, causing loss of urban beauty.
The area inside and outside the building is overgrown with weeds, and some items have deteriorated. Over the years, the project has become a place for cattle grazing, with syringes and trash appearing in many places.
According to the investigation of the reporter, the reason for the project being stalled and "shelved" for more than 10 years is because the investor could not arrange financial resources according to Decision No. 190/QD-UBND dated January 27, 2022 of the People's Committee of Thai Nguyen province on the Decision to approve the adjustment of the project investment policy.
Mr. Nguyen Tien Manh (Song Cong City) said: "This project has been abandoned for many years, so many rice fields that people have had to take back are now left empty, it's heartbreaking to see. I don't know if the project will continue, I think it looks very shabby like this, some drug addicts gather here, it's very unsafe for the area."
On October 2, speaking with reporters, Mr. Nguyen Cong Viet - Deputy Director of the Department of Planning and Investment of Thai Nguyen province - informed that there is still no decision to revoke the Phuc Thai General Hospital project.
Also related to this project, Mr. Luu Van Thang - Chairman of Cai Dan Ward People's Committee (Song Cong City) - said: "Up to now, the project has expired and the implementation time has expired. The investor also has no more construction activities here.
The project has not yet been handed over to any other unit and the entire land area of the project is public land managed by the locality.

Many favors but cannot be fulfilled
Phuc Thai General Hospital project invested by Phuc Thai Industrial, Commercial and Medical Services Joint Stock Company was granted the first investment certificate by Thai Nguyen Provincial People's Committee on March 8, 2010.
By the end of 2011, Phuc Thai Company still had not implemented it. In mid-2012, the project was adjusted for the first time, increasing the investment capital to more than 2,000 billion VND. The completion of phase 1 was extended to the fourth quarter of 2013 and phase 2 to the fourth quarter of 2018. However, when the frame of the 5-storey building was just completed, the project stopped and remained inactive for a long time.
On January 27, 2022, the People's Committee of Thai Nguyen province continued to adjust the investment registration certificate for the second time, extending the project implementation period until the end of the fourth quarter of 2022. At the same time, it required Phuc Thai Company to implement the project on schedule as committed. Up to now, almost the end of 2024, the Phuc Thai General Hospital Project is still motionless and desolate.
