On October 2, the Binh Duong Provincial Electronic Information Portal reported that the Binh Duong Department of Transport has announced that it has not yet piloted the administrative penalty for individuals and organizations transporting goods by car through extracting data from the Vehicle Weight Inspection Station on Highway 741.
Previously, on September 16, 2024, the Department of Transport issued an official dispatch announcing a pilot program to sanction administrative violations against individuals and organizations transporting goods by car through extracting data from the Vehicle Weight Inspection Station at Km22+850 on DT 741 Road (Tan Binh Town, Bac Tan Uyen District, Binh Duong Province). The pilot program will start from October 1, 2024, with a pilot period of 12 months.
However, this must be stopped, the reason given is: According to Circular No. 28/2024/TT-BGTVT dated July 23, 2024 of the Ministry of Transport, effective from September 10, 2024, stipulates: "Fixed vehicle load inspection stations and mobile vehicle load inspection stations that have been invested in according to the provisions of QCVN 66:2013/BGTVT and put into operation before the effective date of this Circular shall continue to operate until the Road Law comes into effect".
Therefore, from October 1, 2024, the Department of Transport has not piloted administrative sanctions against individuals and organizations transporting goods by car through extracting data from the Vehicle Load Inspection Station on Highway 741 until detailed instructions are provided by competent authorities.
According to the Binh Duong Provincial Electronic Information Portal, while waiting for instructions, the Transport Inspectorate will coordinate with functional forces to set up checkpoints to handle cases of overloaded vehicles passing through the Vehicle Weight Inspection Station on Highway 741 recorded by the system.
Interprovincial roads are often damaged and lack lighting.
According to records, DT.741 is a vital traffic route connecting Binh Duong and Binh Phuoc. The road was invested and built under the BOT form, with toll stations. However, in recent years, many locations of the road have become bumpy and pothole-ridden, posing a danger to people participating in traffic.
In addition, people often complain about the lack of lighting, causing danger when participating in traffic at night. Many petitions have been sent to the authorities of Binh Duong province, but after many years, they have not been completely resolved.
