Viet Duc Legend City Urban Area is invested by Viet Duc Steel Pipe Joint Stock Company with a scale of 620,798m2, located at the main traffic intersection between Me Linh Urban Area and National Highway 2A in Dao Duc town, Binh Xuyen district, Vinh Phuc province. The total investment of this project is about 6,269 billion VND, including 1,149 billion VND of investor's capital and 5,120 billion VND of mobilized capital. This is a housing project for low-income people, serving the needs of population dispersion and housing for workers in industrial parks in Binh Xuyen as well as neighboring areas.
After more than half a year of project construction, the internal traffic route of the Legend City Urban Area Project is taking shape and the construction of a wastewater treatment tank is underway. However, residents of Nhan Vuc residential group, Dao Duc town saw many unusual signs so they stopped the construction and petitioned the authorities at all levels.
Mr. Bui Thanh Khanh - Nhan Vuc residential group, Dao Duc town - said: "Next to the urban area project is a 7m wide inter-village and inter-commune residential road with beautiful pavement. Since the Urban Area project built an underground wastewater treatment tank, the entire road was dug up, the road was narrowed to the gate of the houses of the people on the roadside. There was no longer a path for the people, so the investor opened a temporary road in the project area, but traveling was difficult due to the dusty gravel."
Pointing to the entrance to his house, which is now only a step away, Mr. Khanh continued: “Around the beginning of September, workers from the Urban Area brought out machinery to dig and construct at a location adjacent to my land to build an underground water tank, but were not notified by the authorities. When we learned that the urban area would take 2/3 of the residential road to build an underground water tank and set up a protective fence that would occupy the inter-commune path, leaving only 1.5m, we brought 2 trucks carrying bricks to the remaining section of the road to block it.”
Speaking to reporters, Mr. Nguyen Cong Huan - Chairman of the People's Committee of Dao Duc town - said: The Viet Duc Legend City Urban Area Project was approved by the People's Committee of Vinh Phuc province for detailed construction planning 1/500 in 2011, including the planning for the construction of a wastewater treatment tank in Vong Tan area. However, in reality, this underground tank encroaches on the commune road connecting to National Highway 2A and was later paved with concrete and turned into a residential road.
“The underground tank construction project encroaches on residential roads, and the town committee does not have enough authority to prevent or request a temporary halt to the construction. Recently, Viet Duc Steel Pipe Joint Stock Company informed the town that it would straighten the road, remove the old residential road, and build a new road within the urban area. In the spirit of the people's wishes for the old road, we have sent many petitions to the Binh Xuyen District People's Committee requesting an inspection and requesting that Viet Duc Steel Pipe Joint Stock Company, when the tank construction is completed, must have a plan to restore the road to its original state in the Vong Tan area,” Mr. Nguyen Cong Huan informed.
