According to MAUR, Decision No. 3975/QD-UBND dated September 24, 2024 of the Ho Chi Minh City People's Committee stipulates that the completion date of Metro Line 1 is the end of the fourth quarter of 2024.
Up to now, the main construction packages and operating equipment have been accepted, ensuring requirements on fire prevention and fighting, environment, system safety, serving the Metro line to be put into commercial operation by the end of the fourth quarter of 2024.
Since the pilot operation, Metro Line 1 has safely served more than 5 million passengers, received support from the people and contributed to the formation of a new transportation culture, promoting socio-economic development for the city.
However, MAUR said that some auxiliary items such as the information technology system for the maintenance and operation building (O&M) and the construction of the O&M office building are still under construction, expected to be completed in June 2025.
Therefore, MAUR recommends that the Ho Chi Minh City People's Committee adjust the time to complete the entire project to the end of the fourth quarter of 2025 to have a basis for acceptance and payment.
Metro Line 1 is the first urban railway line in Ho Chi Minh City, with a total investment of more than 43,757 billion VND. Up to now, the accumulated disbursement of the entire project has reached about 74.7% of the total investment capital.
MAUR emphasized that this adjustment does not affect the operation and exploitation activities of Metro Line 1 nor does it create a total investment for the project. Funding for the remaining items has been allocated in the 2025 public investment plan.
The main packages such as CP1a, CP1b, CP2, CP3 have been accepted and completed in December 2024. Currently, the investor is coordinating with contractors to carry out warranty, repair defects, purchase replacement materials, and sign a consulting contract for operation supervision and maintenance.
MAUR is also closely coordinating with Urban Railway Company No. 1 to ensure safe and efficient operation of the metro line.
According to the instructions of the Ministry of Planning and Investment (now the Ministry of Finance), Metro Line 1 is a group A project, under the decision-making authority of the provincial People's Committee.
Therefore, MAUR recommends that the Ho Chi Minh City People's Committee soon consider and approve the adjustment of the construction completion time to continue implementing acceptance procedures in accordance with regulations.
