According to the Ha Tinh Provincial Party Committee's Inspection Commission, considering the proposal to discipline Mr. Duong Anh Dung - former Chairman of the People's Committee of Luu Vinh Son Commune, a Party member of the Party Cell of the Ha Tinh Provincial Fatherland Front Committee - the Provincial Party Committee's Inspection Commission found that: In his position as a District Party Committee member and Chairman of the Commune People's Committee, Mr. Dung took advantage of his position and power, violating the provisions of the law in implementing the process and procedures for requesting the issuance of land use right certificates to people.
Mr. Dung's violation is very serious, causing bad public opinion, damaging the reputation of the Party organization, the state management agency and Mr. Dung himself. Considering the content, nature, level, consequences, and cause of the violation; based on the Party's regulations, the Provincial Party Committee's Inspection Commission decided to propose the Provincial Party Committee's Standing Committee to discipline Mr. Dung by expelling him from the Party.
Consider and decide to discipline Mr. Nguyen Duc Quang - Director of Ha Tinh Lung Hospital and Mr. Truong Hong Linh, former member of the Party Executive Committee of the Department of Health for the 2015 - 2020 term, former Party Cell Secretary, former Director of Ha Tinh Lung Hospital.
The Provincial Party Committee's Inspection Commission found that Mr. Nguyen Duc Quang - Director of Ha Tinh Lung Hospital, during his tenure as Deputy Director, Head of Internal Medicine Department II, Lung Hospital (2018 - 2020), violated Party regulations and State laws when he was sent to study for a Specialist II degree at the University of Medicine and Pharmacy, Hue University.
Mr. Truong Hong Linh - former member of the Party Committee of the Department of Health, former Party Cell Secretary, former Director of the Lung Hospital, lacked inspection, supervision, and responsibility as the head in directing and operating, leading to a number of violations at the Lung Hospital (period 2018 - 2020).
The violations of Mr. Quang and Mr. Linh negatively affected the reputation of the Party organization, unit and individual comrades.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Provincial Party Committee's Inspection Commission decided to discipline Mr. Nguyen Duc Quang and Mr. Truong Hong Linh with a reprimand.
In July 2024, the Investigation Police Agency of Ha Tinh Province prosecuted the defendant Duong Anh Dung (born in 1985, former Chairman of the People's Committee of Luu Vinh Son Commune) for the crime of "Abusing position and power while performing official duties". Also prosecuted was Mr. Dang Dinh Nam - a cadastral officer of Luu Vinh Son Commune.
According to the investigation, during his tenure as Chairman of the People's Committee of Luu Vinh Son Commune in 2021, Mr. Duong Anh Dung bought land from a local household. Of which, a portion had been granted a land use right certificate and the majority of the remaining area was leased by this household from the commune for use. Afterwards, Mr. Dung legalized the land use right certificate and transferred it to his parents-in-law to subdivide the land into many plots for sale.
During that process, Dang Dinh Nam clearly knew that the above-mentioned documents for granting land use right certificates did not meet the conditions to confirm the origin and time of land use, but he still signed the confirmation on the registration and issuance application. After that, he asked Duong Anh Dung - Chairman of the People's Committee of Luu Vinh Son Commune - to sign the confirmation and then transfer the documents to the Public Administration Center of Thach Ha District to request the implementation of the steps to issue land use right certificates.
