Vinh Hao - Phan Thiet Expressway is 100.8 km long, the entire route passes through Binh Thuan province and will be put into operation and exploited on the main route from May 19, 2023.
Up to now, at km199 + 500 South - North direction on this highway, in Hong Liem commune, Ham Thuan Bac, Binh Thuan province, there is a temporary rest stop for vehicles to stop and use the restroom.
However, recently many spontaneous shops have sprung up at this location and people have even lifted the highway fence to let people on vehicles enter the shops to eat and drink.
At this location, many shops are set up close to the highway fence and have tables and chairs for customers to sit in.
At the end of this rest stop, there is also a shop with an iron door that has lost its fence so that drivers can easily get through.
The investor, Project Management Board 7 (Ministry of Transport), said that people deliberately cut down the fence and encroached on the temporary rest stop at km199 to set up businesses, which is a violation of the law and poses a potential safety risk to vehicles.
To ensure the safe exploitation process, avoid damage to project assets as well as ensure security and order in the area, Mr. Nguyen Thai Ha - Deputy Director of Project Management Board 7 requested the People's Committee of Ham Thuan Bac district, Binh Thuan province and the district police and local agencies to increase propaganda to business households.
In case the above households still deliberately violate, Project Management Board 7 requests the local authorities to have strict sanctions according to the provisions of law.
During the recording process, there were many locations along this section of the route where the barbed wire fence protecting the highway was lifted. There were locations where cows were grazing close to the highway, and the cows only needed to jump up to get onto the road.
There are also locations without protective fences and with planks placed across the drainage ditch for motorbikes to drive onto the highway.
Many problems exist on Vinh Hao - Phan Thiet highway after more than 1.5 years of operation.
Resolutely resolving the encroachment on road safety corridors, causing insecurity, disorder, traffic safety and protecting the assets of this highway is an urgent issue.
Currently, the official rest stop on the Vinh Hao - Phan Thiet highway at Km 205+092 through Ham Tri commune, Ham Thuan Bac district is being accelerated by units to put into operation before Tet, serving the needs of people on the way home for Tet.
