In early December, the construction of the Ring Road 2.5 project, Dam Hong - National Highway 1A section, is being actively implemented by contractors.
The entire route is divided into 5 packages, of which the busiest construction work takes place in package 2 - the construction of the L3 bridge across the Lu River.
Informing Lao Dong, a representative of Hoang Mai Hanoi Construction Investment Company Limited (project enterprise) said that up to now, the site clearance (GPMB) for the Ring Road 2.5 project, Red Dam - National Highway 1A section, has basically been completed.
The volume of construction work on technical infrastructure works (electricity, water, telecommunications) is estimated at 75%, of which the water supply system is 100% complete.
Regarding construction and installation, the main items have been deployed such as traffic roads with many sections, the road surface has been constructed with raw grain asphalt concrete; the drainage system of the 2x3x2m box culvert has been completed.
The L3 bridge over the Lu river (package No. 2) has completed all bridge piers and cast 118/120 girder blades.
According to the representative of Hoang Mai Hanoi Construction Investment Company Limited, the project was restarted in May 2025, and there are still some difficulties and problems that cannot be completely resolved.
Currently, there are still some locations along the route, where people have not yet handed over all the land within the boundary, some households have deliberately re-offended the land and fiercely opposed not handing over the land or being re-offended for use. This affects the progress of the implementation of the work and items of the package.
The project enterprise has been coordinating with Khuong Dinh, Dinh Cong and Phuong Liet wards to develop a plan to clear these cases, but the implementation progress is still slow.
In addition, the construction site in the area on the left of the route from Tran Nguyen Dan Street (about Km1+284.61) to the right bank of Lu River (about Km1+378) at the beginning of L3 Bridge (Trinh Dinh Cuu Street) is currently assigned by the Housing and Urban Development Investment Corporation (HUD) to manage the site in this area, but the reconstruction work belongs to the Ring Road 2.5 project.
Regarding this, the Hanoi Traffic Construction Investment Project Management Board has proposed and recommended that the City People's Committee consider and direct the final settlement of the site clearance work for this area. However, up to now, the city has not yet issued instructions to remove them.
Another problem that the project enterprise also mentioned is that the project's adjusted feasibility study report has not yet been approved, the construction drawing design has not been appraised and approved. This has caused the construction of items and work of the project to be adjusted and cannot be implemented due to inadequacy.
Hoang Mai Hanoi Construction Investment Company Limited requested the Hanoi People's Committee, departments, branches and local authorities to promptly remove the above obstacles to ensure the project is completed in the first quarter of 2026.
Regarding the two households re-encroaching on the site in Phuong Liet ward, the leader of the People's Committee of the ward said that in case the households, after being propagandized, mobilized, and explained, as well as having resolved legal recommendations and proposals according to legal regulations, still do not comply with and hand over the site, the ward will take the next steps.
