On the morning of October 21, according to Lao Dong Newspaper reporters, in Dong Hoi City (Quang Binh Province), there was heavy rain and many roads were deeply flooded.
On Duong Van An, Hai Ba Trung and Tran Quang Khai streets, the water level is 20-30cm deep.
At 7:45 a.m., the intersection of Le Quy Don and Duong Van An streets was heavily flooded. Many places were flooded up to 30cm deep, making it difficult for vehicles to move. On Tran Quang Khai Street, the water was about 20cm deep right at the intersection with Hai Ba Trung Street, some cars had to stop and a crane had to be called for assistance.
Ms. Hoai Phuong (Dong Phu Ward, Dong Hoi City) said that the flooding happened this morning (October 21). Due to the heavy flooding, Ms. Phuong had difficulty going to work. Normally, it takes her about 5 minutes to get to work, but today it took her more than 20 minutes from home to work.
Quang Binh Hydrometeorological Station said that from the night of October 19-20, the province will have scattered showers, some places will have moderate rain, with total rainfall ranging from 5-30mm.
It is forecasted that from now until the evening of October 22, there will be rain in some areas, with moderate to heavy rain in some places; with total rainfall ranging from 60-140mm, with some places over 170mm.
Warning: From the night of October 22 to October 23, Quang Binh area will still have rain, moderate rain, heavy rain in some places with common rainfall from 20-50mm, in some places over 60mm.
Heavy rain is forecast to cause flash floods and landslides in Tuyen Hoa and Minh Hoa districts; and mountainous areas of Bo Trach, Quang Trach, Quang Ninh and Le Thuy districts.
