Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant opened a bottom spillway gate at 6:00 p.m. on November 9, 2025 to stabilize downstream flow.
At Tuyen Quang Lake, by 7:00 a.m. on November 12, the upstream water level reached 119.17 m; the water flow to the lake reached 380 m3/s; the total discharge was 376.31 m3/s.

At Lai Chau Lake, as of 8:00 a.m. on November 12, the upstream water level reached 294.28 m; the water flow to the lake reached 1,131 m3/s; the total discharge was 1,746 m3/s. Currently, Lai Chau Hydropower Plant is opening a facial opening.
A similar situation occurred at Thac Ba Lake, where the upstream water level reached 58.1m; the water flow to the lake reached 310m3/s; the total discharge was 372.44m3/s. Currently, Thac Ba Hydropower Plant is maintaining 2 floodgates.
In the context of complicated heavy rain, the flexible operation of hydroelectric reservoirs, ensuring safety downstream is considered a key factor in natural disaster prevention in the North.
According to the National Center for Hydro-Meteorological Forecasting, today, November 12, cold air will strengthen and flood into the North. From Thanh Hoa to Hue, there will be scattered rain.
Due to the influence of cold air being continuously strengthened combined with the high-altitude phase, from November 13-15, in the Northern region, Thanh Hoa and Nghe An, there will be few clouds and sunny days.
During the days of November 13-15, the lowest temperature at night in the Northern region, Thanh Hoa and Nghe An will drop sharply, generally in the range of 16-18 degrees Celsius, in the mountainous areas of the North, some places will be below 13 degrees Celsius.

At sea, storm No. 14 Fung-wong is concentrating in the northeastern sea of the North East Sea. The strongest wind near the storm center is level 10 (89-102km/h), gusting to level 12. Moving north-northeast, speed about 10km/h.
The storm is forecast to gradually weaken, with winds decreasing to level 8-9, gusting to level 11 when making landfall in Taiwan (China).
