As of 9:00 a.m. on December 2, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.82m; water flow to the lake reached 2,003m3/s; total discharge was 1,427m3/s.
Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed the bottom spillway at 9:00 p.m. on November 24, 2025. After closing the spillway, the water flow downstream decreased rapidly.
At Tuyen Quang Lake, by 9:00 a.m. on December 2, the upstream water level reached 118.98 m; the water flow to the lake reached 167 m3/s; the total discharge was 377.52 m3/s.

As of 8:00 a.m. on December 2, Son La Lake recorded upstream water levels at 214.78 m; water flow to the lake was 1,130 m3/s; total discharge was 1,786 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.
A similar situation occurred in Lai Chau Lake, where the upstream water level reached 293.97m; the water flow to the lake reached 797m3/s; the total discharge was 1,105m3/s. Currently, Lai Chau Hydropower Plant has also closed all spillways and surface spillways, only operating power generation through generators.
At Thac Ba Lake, as of 9:00 a.m. on December 2, the upstream water level reached 57.81 m; the water flow to the lake reached 155 m3/s; the total discharge was 203.33 m3/s. Currently, Thac Ba Hydropower Plant also maintains the closure of all spillways and surface spillways.
Up to this point, all large hydroelectric reservoirs in the North have simultaneously closed to release water, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.
According to the National Center for Hydro-Meteorological Forecasting, today, November 2, a cold air mass in the North is continuing to move south.

The Hanoi area is cloudy, with rain in some places at night and early morning, and sunny in the afternoon. The lowest temperature is from 18-20 degrees Celsius. From the night of December 3, it will be cold.
It is forecasted that in the next 12-36 hours, cold air will affect the Northeast, North Central and some places in the Northwest; then spread to the remaining areas of the Northwest and some places in the Central Central. Strong Northeast wind level 3, coastal areas level 4-5.
From the night of December 3, the North and North Central regions will be cold; the high mountains in the North will have some places with severe cold. The lowest temperature in the North & North Central regions is 15-18°C; The mountainous areas of the North are 13-15 degrees Celsius; The high mountainous areas are below 11 degrees Celsius.
Due to the strengthening of cold air combined with the weakening of the low pressure area from storm No. 15 and high-altitude easterly wind disturbances, from the night of December 2-5, the area from Quang Tri to Da Nang, the East of the provinces from Quang Ngai to Dak Lak and Khanh Hoa will have moderate to heavy rain.
