As of 9:00 a.m. on November 29, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.62m; water flow to the lake reached 1,985m3/s; total discharge was 1,636m3/s.
Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed the bottom spillway at 9:00 p.m. on November 24, 2025. After closing the spillway, the water flow downstream decreased rapidly.
At Tuyen Quang Lake, at 9:00 a.m. on November 29, the upstream water level reached 119.08 m; the water flow to the lake reached 167 m3/s; the total discharge was 377.63 m3/s.
Implementing the inter-reservoir operation process on the Red River basin, Tuyen Quang Hydropower Plant has closed 1 bottom spillway gate of Tuyen Quang Hydropower Plant, currently only maintaining power generation through generators.
As of 9:00 a.m. on November 29, Son La Lake recorded upstream water levels at 215.03 m; water flow to the lake was 909 m3/s; total discharge was 851 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.
A similar situation occurred in Lai Chau Lake, where the upstream water level reached 294.59m; the water flow to the lake reached 674m3/s; the total discharge was 1,084m3/s. Currently, Lai Chau Hydropower Plant has also closed all spillways and surface spillways, only operating power generation through generators.
At Thac Ba Lake, as of 9:00 a.m. on November 29, the upstream water level reached 57.93 m; the water flow to the lake reached 162 m3/s; the total discharge was 270.69 m3/s. Currently, Thac Ba Hydropower Plant also maintains the closure of all spillways and surface spillways.
Up to this point, all large hydroelectric reservoirs in the North have simultaneously closed to release water, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.
According to the National Center for Hydro-Meteorological Forecasting, today, November 29, the Northern and North Central regions are generally free of rain, cold at night and in the morning, and some mountainous areas in the North are very cold. The highlands of the North are wary of the possibility of frost.
The Southern region will have scattered showers and thunderstorms; the night and early morning will be cold.
Meanwhile, storm No. 15 is active in the central East Sea area.
It is forecasted that by 7:00 p.m. today, the center of the storm will be at about 13.50 degrees North latitude - 112.30 degrees East longitude, in the western sea area of the Central East Sea, about 305km northwest of Song Zi Tay Island. The strongest wind near the storm center is level 9-10, gusting to level 13.
The storm is moving north-northwest at a speed of 5 km/h. Natural disaster risk level: level 3 for the western sea area of the Central East Sea (including the northwestern sea area of Truong Sa).
Due to the influence of the storm, the sea area west of the Central East Sea (including the sea area northwest of Truong Sa special zone) will have strong winds of level 7-9; the area near the storm's center will have strong winds of level 10, gusts of level 12-13; waves 3.0-5.0m high, the area near the storm's center will have 6.0 8.0-80m; the sea is very rough.
