On the afternoon of October 29, the Propaganda Department of Binh Thuan Provincial Party Committee and the Department of Information and Communications of the province held a conference to provide information to the press in October 2024.
At the Conference, Mr. Huynh Ngoc Thanh - Deputy Director of the Department of Transport of Binh Thuan province provided information on the implementation process of "Phan Thiet Airport Construction Investment Project, BOT civil category".
Phan Thiet Airport was approved for planning by the Ministry of Transport in 2013 as a combined civil and military airport.
In the civil aviation category, the Prime Minister agreed to invest in construction under the BOT form in 2014. The People's Committee of Binh Thuan province organized the implementation of investment procedures, selected investors according to regulations and approved the results of selecting investors to implement the project, which is Rang Dong Joint Stock Company.
The project was initially designed as a 4C airport, then the Prime Minister agreed to upgrade it to a 4E airport, with a 3,050m long runway and a passenger terminal with a designed capacity of 2 million passengers/year.
Due to the adjustment of project scale and increase in total investment, the investment policy must be adjusted according to regulations.
On July 17, 2023, Binh Thuan Provincial People's Committee and Rang Dong Joint Stock Company signed a document agreeing to terminate the project contract ahead of schedule.
Regarding the progress of adjusting the project investment policy according to the PPP Law, the Department of Transport will coordinate with the consulting unit and relevant departments and branches to complete the Pre-Feasibility Study Report of the Phan Thiet Airport project, civil aviation category under the form of BOT contract.
On September 20, 2024, the People's Committee of Binh Thuan province submitted Document 3513 to the Prime Minister on approving the adjustment of the investment policy and terminating the contract ahead of schedule for the Phan Thiet Airport project, civil aviation item under the form of a BOT contract with the old investor.
Most recently, the Department of Transport of Binh Thuan province coordinated with the Department of Planning and Investment of the province to advise the Provincial People's Committee to send official dispatches to the Ministry of National Defense and The State Bank of Vietnam on October 25, 2024 to seek opinions on the content of the explanation of the dossier to adjust the investment policy of the Phan Thiet Airport project, civil items under the form of BOT contract.
Currently, the Ministry of Planning and Investment is coordinating with relevant agencies to review and comment on the content of the acceptance and explanation of the Provincial People's Committee in Document 3513 to report and advise the Prime Minister to consider adjusting the approval of the investment policy and terminate the contract before the deadline of the above project.
After the Prime Minister approves the adjustment of the investment policy, the Department of Transport of Binh Thuan province organizes the implementation of procedures for preparing, submitting for appraisal and approval of the project feasibility study report and coordinates with the Department of Planning and Investment to organize the selection of new investors according to current legal regulations.
More information about the current Phan Thiet airport, Mr. Huynh Ngoc Thanh - Deputy Director of the Department of Transport of Binh Thuan province said that the military project has completed all items. The 4 km long road to the airport is being paved with asphalt concrete, paved with sidewalk tiles and lighting.
"According to the Department of Transport's plan, if a replacement investor is selected in 2025, the civil project of Phan Thiet airport will be implemented at the end of 2025, and 1 year later, the civil aviation project will be operational," Mr. Thanh added.
