On the afternoon of September 19, speaking with Lao Dong reporter, the leader of An Binh Commune People's Committee (Kien Xuong District, Thai Binh Province) confirmed that in the commune, a young man had just died from being electrocuted while fishing.
Initial information said that at around 8:00 a.m. the same day, the people reported that a young man was suspected of being electrocuted and unconscious while fishing on an inland river in An Trach village (An Binh commune, Kien Xuong district). Representatives of the People's Committee of An Binh commune and the commune police immediately arrived at the scene to examine and verify the information, and at the same time reported the incident to the Kien Xuong district police.
At the scene, authorities identified the victim as a male who had died. The initial cause was determined to be that the person's fishing rod was long. When he threw the fishing rod, he was careless and did not observe, so the tip of the fishing rod hit the 22 kV medium voltage power line above the fishing area, causing the victim to be electrocuted and die on the spot.
Kien Xuong District Police and An Binh Commune Police then carried out procedures according to legal regulations and handed over the victim's body to his family for funeral arrangements.
The victim's identity is known to be H.V.S (born in 2000, permanent residence in Dien Bien province). The victim had just returned to Tay Son commune to visit his seriously ill adoptive father, and took the opportunity to go fishing after the flood in the river in An Binh commune, Kien Xuong district (a neighboring commune) with some other young people when the tragic accident happened.
