The conference was held within the framework of the implementation of the National Program on Energy Saving and Efficient Use for the period 2019 - 2030 to evaluate the outstanding results of localities and businesses in implementing energy-saving solutions in 2025.
In her opening speech, Director of the Department of Innovation, Green Transformation and Public Upgrade, Ms. Nguyen Thi Lam Giang shared: In the context of many fluctuations in the world, the regional and global energy situation still has many risks, the use of energy economically and efficiently is not only a necessary task but has become increasingly important, a sustainable solution to help reduce costs, improve competitiveness, ensure energy security, and mitigate climate change. Along with the national and international tasks of ensuring energy security, energy saving and efficiency for businesses and society, it is an opportunity for us to innovate technology, optimize production, meet green standards of the international export market, and promote a green lifestyle.
The national program on energy-saving and efficient use for the period 2019-2030, also known as VNEEP3, is being vigorously implemented. The main goal of the Program is to save 5-7% of total national energy consumption in the 2019-2025 period and 8-10% of total national energy consumption in the 2019-2030 period.
The program includes 9 main tasks: Reviewing, developing and perfecting mechanisms and policies on energy-saving and efficient use (SDNL TK&HQ); Technical and financial support to promote investment, production and business projects onSDNL TK&HQ Building a VN energy data center, databases, applying energy andSDNL TK&HQ information technology To enhance capacity onSDNL TK&HQ Strengthen inspection, supervision, urging, guidance on implementation and evaluation of the results of implementing legal regulations onSDNL TK&HQ Media, raise public awareness ofSDNL TK&HQ Scientific and technological research; Strengthen international cooperation; Establish a fund.
Sharing at the conference, Mr. Hoang Viet Dung - Deputy Head of the Department of Energy Efficiency and Green Transformation, Department of Innovation, Green Transformation and Industrial Promotion presented a report "Results of implementing the VNEEP 3 Program and updating a number of policies on energy-saving and efficient use". Mr. Dung said that energy demand continues to increase sharply, emissions from the energy sector accounted for nearly 68% of total emissions in 2020. The national electricity savings rate will reach over 2%/year in the 2020-2024 period and the electricity loss will decrease to 6.15%.
According to Mr. Duong Trung Kien - Executive Director of Vietnam Technology Solutions Joint Stock Company, IoT - AI solutions are the core platform for smart energy management, allowing second-second data collection, visualize operations, detect abnormalities and support load forecasting, DR. Many practical applications are illustrated, including automatic analysis, ISO 5,0001 standard reporting and multi-platform integration.
Mr. Ma Khai Hien - Director of the Energy Saving Research and Development Center (ENERTEAM) - presented opportunities and challenges in promoting investment in energy-saving projects when the context of the law and policies on energy-saving and efficient use of amendments and supplements comes into effect.
The report highlights the potential for major savings in industries such as cement, steel, paper, food and textiles, with the ability to mobilize up to 13 billion USD in climate finance by 2040. However, many challenges still exist such as unsynchronized legal corridors, lack of financial mechanisms, limitations in technology and ESCO experience. The proposed proposals include: Completing the M&V mechanism, implementing the Energy Efficiency Promotion Fund and enhancing professional training.
The conference is expected to contribute to creating a foundation, continuing to implement solutions on green transformation, innovation, and adding new initiatives in implementing the activities of the energy-saving and efficient use program in the coming time.
