On July 19, information from Nghe An Provincial People's Committee said that it had just issued Official Letter No. 7033/UBND-NC guiding the temporary operation of the Traffic Safety Committee at the provincial and commune levels when implementing local government at two levels.
Accordingly, to ensure unified direction while waiting for the Project to improve the National Traffic Safety Committee to be approved, the Provincial People's Committee assigned the Department of Construction to continue to be the Standing agency of the Provincial Traffic Safety Committee. The Department of Construction is responsible for organizing and maintaining the activities of the Committee and the Office of the Provincial Traffic Safety Committee in accordance with current regulations.
The Provincial Traffic Safety Committee continues to fully perform the assigned functions and tasks according to Decision No. 1043/QD-UBND dated April 15, 2025, using the organization, apparatus and existing equipment to implement the work of ensuring traffic order and safety. At the same time, proactively coordinate with agencies and localities to organize implementation in accordance with the two-level government model, summarize the results, and promptly report to the Provincial People's Committee on arising problems.
The Provincial People's Committee assigned the Provincial Police to direct the commune-level police force to send officers to participate in the Commune-level Traffic Safety Committee, coordinate in developing temporary operating regulations, ensuring that no tasks or management areas are left unused.
The People's Committees of wards and communes urgently organize the Traffic Safety Committee at the commune level according to the temporary structure: the Chairman of the People's Committee at the commune level is the Head of the Committee, the Vice Chairman is the Standing Deputy Head of the Commune Police and the Head of the Economic Department is the Deputy Head of the Committee; members are heads of specialized departments and offices (or professional civil servants in communes without departments or offices), representatives of the Fatherland Front and member organizations.
The Commune-level Traffic Safety Committee temporarily performs the previous functions and tasks of the District Traffic Safety Committee according to Decision No. 6468/QD-UBND dated December 29, 2017. The Chairman of the People's Committee of the commune and ward is responsible for issuing temporary operating regulations and regulating the Standing agency to ensure the chain of interconnected implementation.
The Provincial People's Committee requests departments, branches and localities to base on Plan No. 107/KH-UBND dated February 19, 2025 to seriously implement the task of ensuring traffic order and safety, ensuring smoothness, efficiency and suitability to reality.
During the implementation process, the units continued to review and propose appropriate solutions, report to the Standing Committee of the Provincial Traffic Safety Committee for synthesis and consultation with the Provincial People's Committee.
