The project to renovate and upgrade Provincial Road 153 section Km19 - Km24 and Provincial Road 159 section Km34 - Km38 (now National Highway 4E, leading to the gateway to the old Bac Ha district) was approved by Lao Cai province to meet the needs of transporting goods, serving people's travel, ensuring traffic safety and gradually completing the infrastructure network according to the plan.
When put into operation, the project is expected to create momentum for economic, cultural and social development, while contributing to strengthening national defense and security in the area.

The project is invested by the Lao Cai Provincial Traffic Construction Investment Project Management Board, the construction unit is Minh Duc General Construction Company Limited. The total investment is 150 billion VND, the implementation period is in the period of 2023-2026.
According to people's reflection, the old road has been degraded for many years, every time it rains, a series of potholes turn into large puddles, causing slippery conditions and posing a potential risk of accidents.
When it is sunny, the dust flies everywhere, seriously affecting the lives and health of households living on both sides of the road.

Mr. Nguyen Quang Thang (Bac Ha commune) said that the number of vehicles passing through was large, while the road surface was severely damaged, causing many inconveniences and dangers.
"This road has been degraded for many years, so it greatly affects the travel of people and tourists to Bac Ha. We hope that the authorities will soon complete the upgrading and repair to make travel safer and more convenient," Mr. Thang added.
In fact, records in early December show that due to the road being degraded and damaged, vehicles have to move slowly to avoid potholes. At the construction site, workers are constructing drainage and stone cutting items to widen the road surface.

According to the supervision consultancy unit, after the interruption, the project has been under construction since September 2025.
"We are constantly present at the site with the contractor to ensure the construction teams and the quality of the project. At the same time, because the road is narrow, it is necessary to build it, but it is also necessary to ensure traffic safety for vehicles and the set progress," said a representative of the consulting unit supervising the information.

Mr. Hoan Van Than - Construction site commander said: "The unit has been assigned the route since the end of September, the progress to date is about 20%. The reason for the project's slow construction is due to land clearance problems and the power line system has not been cleared. When we have the site, we will mobilize forces and machinery to ensure progress".
According to Mr. Than, to ensure the environment, the unit has mobilized water vehicles to regularly water and remove dust. Labor safety work is always focused on, workers are fully equipped with protective gear during the construction process.
