Hanoi - Ba Dinh District People's Committee will stop supplying electricity and water to households that do not comply with the GPMB of the Ring Road 1 project, Hoang Cau - Voi Phuc section.

On March 26, Chairman of Ba Dinh District People's Committee Ta Nam Chien said that the District People's Committee has directed the People's Committees of Ngoc Khanh, Thanh Cong, Giang Vo wards to coordinate with the investor of the investment project to build the Ring Road 1 section Hoang Cau - Voi Phuc to stop providing electricity and water services to households subject to site clearance but have not yet handed over according to regulations.

According to the Chairman of Ba Dinh District People's Committee, the suspension of electricity and water services will be carried out in areas with sufficient conditions. Currently, some households have agreed to hand over the land after the working group directly mobilized, propagated and persuaded.

In the wards of Ngoc Khanh, Thanh Cong, Giang Vo, the deadline has now passed, but some households have not yet handed over the land to implement the investment project to build Ring Road 1 section Hoang Cau - Voi Phuc in the area.

Ngoc Khanh Ward People's Committee informed that, implementing the direction of the Chairman of Ba Dinh District People's Committee, on March 25, the People's Committee, the Police of the wards and the political system of the residential area, residential groups, representatives of Ba Dinh Power Company, and Ba Dinh District Clean Water Business Enterprise directly went to the site clearance address to mobilize and propagate, but did not meet the land user at the site clearance address.

According to the People's Committee of Ngoc Khanh Ward, the ward has sent a notice about stopping the provision of electricity and water services to households; focusing on stopping electricity and water services of households that have received compensation and resettlement housing support but have not yet handed over the site; some households agree to have more time to hand over the site.

To ensure the project implementation progress, after reviewing 37 households, the working group of Ngoc Khanh Ward People's Committee will coordinate with Ba Dinh Power Company and Ba Dinh and Dong Da District Clean Water Business Enterprise to stop providing electricity and water services from March 27 for 24 households with houses and land areas subject to site clearance.

In Thanh Cong ward, 31 households have also been proposed to stop providing electricity and water services to serve the site clearance work for the project.

After stopping the provision of electricity and water services, if the use of electricity and water from houses and other works is detected, the user and the user will be handled according to the provisions of law.

The project to build Ring Road 1, Hoang Cau - Voi Phuc section, has been stalled due to many difficulties and problems.

The project was approved by the Government at the end of 2017 with a length of 2.2km. The starting point is at Hoang Cau intersection (Dong Da district), the end point is at Voi Phuc intersection (Ba Dinh district).

The investment level of phase 1 of the Ring Road 1 project, Hoang Cau - Voi Phuc section, is more than VND 7,211 billion. Of which, the construction cost is 627 billion VND; site clearance (GPMB) is more than 5,818 billion VND and some other costs from the city budget.

According to the Hanoi Statistical Office, the Ring Road 1 project, Hoang Cau - Voi Phuc section, is known as the "most expensive road on the planet".
