Starting construction of resettlement areas, ensuring people's rights
On November 28, the People's Committee of Chi Minh commune organized the groundbreaking ceremony for the construction of a resettlement area to serve the Lao Cai - Hanoi - Hai Phong railway project. The resettlement area is planned in Bac An village and the Tu Xuyen cultural center (old) area of Lang Vuc village, with a total area of over 4.64 hectares. The project includes leveling, internal traffic system, water supply - drainage, power supply - lighting, communication infrastructure and trees, invested by the Tay Hai Phong Construction Investment Project Management Board.
The groundbreaking of the resettlement area not only creates a stable land fund, ensuring legitimate rights for affected households, but also helps speed up the site clearance progress, contributing to the implementation of key projects in the city.

In addition, the People's Committee of Chi Minh commune has also publicly posted compensation and support plans for households in Trai Vuc, Lang Vuc and Tay An villages, with a total budget of over 4 billion VND for 42 households. Compensation policies are public and transparent, while people's opinions and concerns are answered in detail, creating consensus.
The way of doing things in Chi Minh City focuses on transparency and publicity, helping people grasp information about their rights and quickly agree to hand over the site. Meanwhile, in communes such as Gia Loc and Ha Dong, the approach is different, reflecting the characteristics and needs of each locality.
Each commune has its own bright spots, Gia Loc commune focuses on compensation payment speed, Ha Dong commune flexibly combines to directly mobilize each household, creating trust and consensus. This not only ensures site clearance progress but also maintains a good relationship between the government and the community, an important factor for the railway project to be implemented smoothly.
People are excited to hand over the site, the project is implemented smoothly
In Gia Loc commune, people in Chinh village are excited to receive compensation for site clearance to build Hai Duong Nam station. The first payment to 17 households was completed on November 14, and on November 29 it continued to be paid to 76 households, with a total amount of over 14 billion VND. The commune plans to complete payment to the remaining households before December 3.
The railway project passes through many villages with a total reclaimed area of 71 hectares, of which 192 households have agricultural land and 24 households have residential land. Thanks to close coordination, the commune has handed over 10.4 hectares of land to the Project Management Board, preparing to start construction of Hai Duong Nam station on December 19.

In Ha Dong commune, although many households such as the family of Ms. Nguyen Thi Ha Thu and Mr. Ngo Ba Hien were moved when handing over their long-standing residential land, they all agreed with a clear explanation of the resettlement plan, support and long-term benefits.
The two resettlement areas in Ha Dong have completed 100% of the plan and handed over the site to the construction unit. Commune Party Secretary Vu Duc Hanh emphasized that the drastic but flexible approach, combined with the model of "morning work - afternoon acceptance" helps people clearly understand the compensation plan and quickly agree, minimizing the length of procedures.

Results in Chi Minh, Gia Loc and Ha Dong communes show that each commune has its own way of doing things that suit the actual situation and needs of the people. Chi Minh commune emphasizes transparency and publicity, Gia Loc commune focuses on compensation payment speed, while Ha Dong commune flexibly mobilizes directly, both ensuring progress and creating trust.
The close coordination between the government and the community in the communes has contributed significantly to the progress of the Lao Cai - Hanoi - Hai Phong railway project, while creating a premise for other key infrastructure projects of the city to go smoothly, on schedule and effectively.
