Sending a petition to Lao Dong Newspaper, Mr. Vu Trong Duong (No. 17, residential group 4, old Muong Thanh ward) now Dien Bien Phu ward, Dien Bien province said that at the end of April 2025, Mr. Nguyen Huy Ngoc's family (neighbors) dug the foundation and forced a pile to build a 5-storey house, causing his house to be seriously affected.



According to Mr. Duong, before the neighbor's project started, his family's 3-storey house was completely stable, with a solid structure, and there were no signs of cracking or tilting.
Due to the construction process but no safety plan, the foundation of the area has seriously sunk. As a result, Mr. Duong's house was tilted, the walls were separated from the original structure with an aperture of 7-10cm, the floor had cracks and tiles that were stretched and broken.
Faced with the situation of a cracked house leaning towards it and at risk of collapsing, Mr. Duong was forced to move all relatives and assets to another place.


"I proactively notified Mr. Ngoc and suggested working together to find a solution. After many meetings, Mr. Ngoc was uncooperative and denied responsibility" - Mr. Duong said.
Mr. Duong also said that if he renovated this 3-storey house, his family would have to spend about 1 billion VND. In addition, having to close business for many months has also caused his family to suffer hundreds of millions of VND in losses.
According to the reporter's investigation, on May 23, 2025, the People's Committee of Muong Thanh Ward, Dien Bien Phu City (old) organized a mediation but failed because Mr. Ngoc did not cooperate, did not give any compensation plan or committed to repairing it. Therefore, on June 25, 2025, the People's Committee of Muong Thanh Ward (old) submitted document No. 376 to the Chairman of Dien Bien Phu City People's Committee (old), proposing to sanction administrative violations in the construction sector against the project owner, Mr. Ngoc, with a fine of 15 - 20 million VND (for construction exceeding the licensed area by 17.15m2).


According to the record at the scene, Mr. Ngoc's family has constructed a construction team that violated the content of the construction permit No. 101/GPXD issued by Dien Bien Phu City People's Committee on March 13, 2025, constructing an area exceeding the licensed area of 17.15m2 (of which the area of other agricultural land (HKT) is 5.4m2, urban residential land (ODT) is 11.75m2).
At the time of inspection, the authorities asked Mr. Ngoc's family to stop construction at cos +00. However, up to now (December 2025), after nearly half a year, the project has continued to be built after the permit until the 5th floor. Meanwhile, Mr. Duong's family has not yet received any notice of the settlement results from the authorities.

Violations of high-rise buildings were clear from the time of digging the foundation, but no decision on handling was made. People affected are still waiting and continue to send petitions to the press. While the construction project has violations, construction will continue.
Responding to a reporter from Lao Dong Newspaper about this issue, a representative of the People's Committee of Dien Bien Phu Ward, Dien Bien Province, said that after Dien Bien Phu Ward received feedback on the incident, the previously drawn up violation report had expired, so a penalty decision could not be issued.
"In early November, the People's Committee of Dien Bien Phu Ward continued to establish a working group to record the scene and draw up a record of the fine. However, Mr. Nguyen Huy Ngoc's family did not sign the record because they thought the area of violations had been returned to cos 0" - this person added.
