On the night of November 26, information from the Traffic Police Department (CSGT) - Ministry of Public Security said that, through receiving information sent to the hotline of the Director of the Traffic Police Department, the Traffic Police Department - Hanoi City Police quickly verified 3 passenger cars that "went into the emergency lane" of the elevated Ring Road 3.
Accordingly, people reported that the passenger car with license plate 15B-011.xx committed the violation at 9:50 a.m. on November 23, 2025, on the elevated Ring Road 3, through Linh Dam Lake (Hoang Liet Ward, Hanoi).
Through verification, the authorities identified the driver of the above vehicle as Mr. Nguyen T.N (born in 1983, residing in Vinh Yen ward, Phu Tho province).
When working with the traffic police, Mr. N admitted to the violation. For this violation, Mr. N was fined 5 million VND and had 2 points deducted from his driver's license.
For the remaining two passenger cars with license plates 29E-328.xx and 29H-909.xx, the traffic police force sent a notice inviting the owner to Road Traffic Police Team No. 14 - Hanoi Traffic Police Department to determine the driver of the violating vehicle.
