In early 2001, the Hanoi People's Committee assigned Hanoi Housing and Urban Development Trading Joint Stock Company (HANHUD) as the investor of the North and Northwest technical infrastructure construction project of the new urban area of Bac Dai Kim, Thanh Tri district (old).
The project has an area of 11 hectares but due to land clearance problems, it is still "stuck" and the last 600m of Nguyen Canh Di Street has become a " road of suffering" in Dinh Cong Ward for more than 10 years.

When mentioning this route, many people living in Dinh Cong ward shake their heads in frustration.
"Every time it rains, the road surface is like a field, when the sun rises, the dust is everywhere, making people very miserable every time they pass by. It is unacceptable that there is such a road in the city center" - Ms. Bui Thi Ngoc (who often travels on Nguyen Canh Di street) was upset.
Voters in Dinh Cong ward have also repeatedly expressed the people's frustration at meetings with voters, and at the same time requested the city to soon have a final solution.

On November 25, the Hanoi Department of Construction issued Notice No. 1358/TB-SXD approving the traffic diversion plan to serve the construction of the extended Nguyen Canh Di road, a 600m long section from Lu River bridge to Dinh Cong bridge, Dinh Cong ward.
According to the plan of the Hanoi Department of Construction, the traffic diversion will be implemented in 3 phases, from building temporary roads on the right side of the route, organizing one-way traffic for cars, to completing half of the roadway to ensure two-way traffic.
The implementation period is from November 24, 2025 to April 30, 2026.
Hanoi Housing and Urban Development Trading Joint Stock Company, the construction unit, is assigned to organize fences, arrange a system of signs, lighting, and human resources on duty 24/7 to guide traffic, coordinate with the Traffic Police force and related units.
In the traffic diversion plan, the People's Committee of Dinh Cong Ward is assigned to direct the functional forces to coordinate in regulating and guiding traffic diversion, propagating to the people about the progress and construction time; at the same time, inspect and handle violations of traffic safety and order, encroachment on sidewalks and roads, illegal parking causing congestion on Nguyen Canh Di Street for a long time.


According to records, there are still some households within the project area that have not handed over the site. In the immediate future, the contractor will implement the construction of sections with cleared land.
A representative of Hanoi Housing and Urban Development Business Joint Stock Company said that if the locality hands over the site on schedule, HANHUD is committed to completing the entire route within 4 months, meeting the long-standing expectations of the local people.
