Talking to a reporter from Lao Dong Newspaper, Mr. Ngo Van Tien (Head of the building management board) confirmed that the incident occurred at around 4:00 p.m. on July 19.
At this time, a worker was in the process of seeping the glass windows of an apartment in Tower C. At the time of the sudden thunderstorm, the male worker tried to hold tightly to the window frame of the apartment on the 11th floor of Building C.
After receiving the report, the Building Management Board, the contractor and the people immediately arrived at the 11th floor apartment, ready to rescue the male worker.
"At that time, we did not think much other than rescue work" - Mr. Tien said.
About 20 minutes later, when the weather was less rainy and thunderstorming, the window frame of the apartment was removed to bring the male painter into the house.
"Seeing the images on social networks seems unstable, but the rescue work is quite favorable. The steps are to ensure safety" - Mr. Tien said.
Mr. Tien also said that because he was used to the above working environment, when he encountered the above situation, the male worker calmly handled it.
"Working in this profession while it is raining and windy is more dangerous. Therefore, tying ropes to the windows to wait for rescue is the safest option" - Mr. Tien commented.
According to the Head of the building management board, no one could have predicted yesterday's incident because the thunderstorms came so quickly.
"This is an objective factor, also a lesson in assessing risks during the repair of items outside the building" - Mr. Tien said.

Previously, at around 4:30 p.m. on July 19 in Hanoi, black clouds brought to the area, then the weather turned to thunderstorms, with strong winds.
Heavy rain poured down with thunderstorms, causing many motorbikes to be blown to the side and fall onto the road. Cars and motorbikes were forced to stop while traveling, garbage and billboards on the sidewalk were thrown all over the place.
Some pickleball sports fields in Hanoi were also hit by the wind, the roofs of the entire iron frame collapsed, unable to stand firm against the wind.
Heavy rain and strong winds also caused many trees to fall and be uprooted onto the road, obstructing traffic.
According to Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting, thunderstorms accompanied by strong winds in Hanoi and the northern provinces on the afternoon of July 19 were not caused by the circulation of storm No. 3 Wipha.
These are just common thunderstorms when the North is in the rainy season. The western edge of the storm's circulation may cause thunderstorms before the storm on our mainland from the evening and night of July 20.
"The reason for the thunderstorms on the afternoon of July 19 in the North is due to the convergence of winds along the low trough crossing the North in the Northwest - Southeast direction" - Mr. Khiem analyzed.
