Regarding information about some people aged 65 to under 75 in Ho Chi Minh City who have not received health insurance cards according to Resolution No. 56/2025/NQ-HDND of the Ho Chi Minh City People's Council regulating the level of health insurance contribution support for the elderly and students in Ho Chi Minh City (Resolution 56), the Ho Chi Minh City Social Insurance (VSS) said that Ho Chi Minh City Social Insurance has sent a document to the People's Committees of wards, communes and special zones (abbreviated as Ward People's Committees) to urge the implementation of Resolution 56.
Accordingly, Ho Chi Minh City Social Insurance recommends that the People's Committees of wards that have not provided a list of people aged 65 to under 75 who have registered to reside in the area to the Social Insurance agency, urgently prepare a list and send it to the grassroots Social Insurance before November 25 for implementation.
Based on the list provided by the Ward People's Committee, the grassroots Social Insurance will review and make 3 lists and send them to the Ward People's Committee.
In which, list 1 is for people aged 65 to under 75 who have not participated in health insurance or have participated before but their health insurance card has expired.
List 2 is for people aged 65 to under 75 who have participated in health insurance under the group of household health insurance that is still valid.
List 3 is for people aged 65 to under 75 who have participated in health insurance under the group of subjects receiving health insurance support from other policies (not eligible for health insurance cards according to Resolution No. 56).
Based on the list provided by the grassroots social insurance, the People's Committee of the ward will coordinate with the ward police to review the list or people to carry out procedures to issue health insurance cards to each different subject.
According to Mr. Nguyen Quoc Thanh - Deputy Director of Ho Chi Minh City Social Insurance - in case people meet the conditions under Resolution No. 56 (not having a valid health insurance card or a family health insurance card) but have not been supported with a health insurance card, people need to immediately contact the Ward People's Committee to provide information and complete the procedures to issue a health insurance card.
On the 10th of each month, based on national population data currently managed by the Ward People's Committee, when there are people who are 65 years old and move or die..., the Ward People's Committees, communes and special zones promptly make a list of increases and decreases and send them to the Social Insurance agency to increase and decrease health insurance cards in a timely manner.
Also on the 10th of each month, the grassroots Social Insurance will review and send a list of people who are receiving health insurance cards according to Resolution No. 56 with 3 months left until they are 75 years old to the Ward People's Committee to request people to prepare procedures for receiving social pension and prepare and transfer a list of health insurance cards for people from the age of 75 according to the social pension subjects prescribed in the Law amending and supplementing a number of articles of the Law on Health Insurance.
