Construction of Lai Xuan bridge has reached 68% progress.
The investment project to build Lai Xuan bridge and renovate and expand provincial road 352 connecting Thuy Nguyen district of Hai Phong city and Dong Trieu town of Quang Ninh province across Da Bach river was started on February 2, 2023. The total investment of the project is nearly 1,335 billion VND from the Hai Phong city budget; Quang Ninh province pays for site clearance costs in this province.
The project is expected to improve the capacity of transport services, create an inter-regional transport connection system, meet the transport needs between industrial parks and industrial clusters, serve the travel needs of people in Thuy Nguyen district, Dong Trieu town in particular and the two localities of Hai Phong and Quang Ninh in general. At the same time, gradually complete the transport network of Hai Phong city, Quang Ninh province and the Northern key economic region, contributing to the socio-economic and cultural development of localities in the project area.
According to the report of the Hai Phong Traffic Construction Investment Project Management Board, by October 18, contractors had completed 104/130 bored piles, and were working at 12/16 abutment and pier locations; the main span was closed on September 3, 2024. The estimated completed volume is about 354/518.8 billion VND (about 68% of the contract).
Construction of renovation and expansion of provincial road 352, currently, contractors are focusing on constructing the road foundation and paving the road surface with asphalt concrete. The value of completed volume is about 192/351.4 billion VND (about 55% of the contract).
Slow due to land clearance
According to the plan, the project construction period is expected to be from February 2023 to December 2024. However, the construction is still quite slow, the progress is increasing slowly. Accordingly, on August 7, the progress of Lai Xuan bridge project reached 63%, but by October 18, the progress only increased by 5%.
Explaining this situation, Mr. Pham Van Chinh - Chief Project Supervision Consultant said that the main difficulties and problems come from site clearance.
On the bank of Thuy Nguyen district, Hai Phong city, there is currently a remaining area of land recovered from Xuan Nguyen Prison (about 9,800 m2) for the construction of 3 pillars. The City People's Committee issued Document No. 1744/UBND-DC4 dated July 31, 2024 requesting the Ministry of Public Security to agree to transfer to the City People's Committee a 0.98ha land plot to implement the project.
On the bank of Dong Trieu town, Quang Ninh province (Yen Duc commune), the contractor is still stuck with the site to construct 1 pillar. The locality is resolving the problem of land allocation for resettlement of 1 household. Due to the slow progress of site clearance on the Quang Ninh side for many months, Hai Phong City People's Committee has issued Document No. 1716/UBND-XD1 requesting Quang Ninh province to direct relevant agencies and units to promptly hand over the site for the project.
"After the remaining site is handed over, the contractor will strive to complete the project within 3 months," said a representative of the Project Management Board.
