Land clearance problems, lack of fill
On May 9, according to a reporter from Lao Dong Newspaper, the project "Renovation and upgrading of National Highway 8C from Thien Cam - National Highway 1" in Cam Xuyen district is still stuck with the power grid in Cam Xuyen town.
This causes difficulties for the contractor, posing a potential safety risk. At each point with electric poles, it is not possible to fill the soil, and seamlessly squeeze, but must be constructed in a "jumping worm" manner to avoid the electric poles.
Mr. Nguyen Ngoc Son - on-site technical officer of Joint Stock Company 484 present at the construction site - said that the Company's construction was very difficult due to many electric poles on both sides of the road and the clean water pipeline system.
Our company is constructing a package with a length of only 700 meters, but after nearly 2 years, the construction volume has not yet reached 50%. According to the plan, the project is expected to be completed by the end of October 2025, but the site clearance problem is unknown. I just try to work overtime and increase shifts, Mr. Son shared.
At the National Highway 8C Upgrade Project in Huong Son district, the construction volume is also low due to land clearance problems and lack of fill soil.
Mr. Tran Dac Tiep - Commander of Thanh Huy Group Joint Stock Company - said that Thanh Huy Company is constructing a length of more than 10km.
However, there are still problems with site clearance. There are 13 households that have not received compensation, some have received it but have been slow to dismantle the construction. The site was handed over in a sluggish manner, causing the unit to only organize disjointed construction teams.
According to a leader of Thanh Huy Group Joint Stock Company, the entire area of the National Highway 8C Upgrade Project in Huong Son currently has only one soil mine, Thang Bay, providing fill soil.
This land mine has a licensed capacity of 260,000m3/year but the actual exploitation output is only about 500 - 800m3/day, too low compared to the average demand of the contractor of 3,000m3/day.
The project will be implemented from October 2023, and must be completed by October 2025. However, Thanh Huy Group Joint Stock Company has only completed more than 25% of the construction volume, mainly filling K95 foundation, constructing sewers, drainage ditches and gathering materials.

The leader of Thanh Huy Group Joint Stock Company said that the unit is very worried, focusing on accelerating the progress. However, in order to complete the bidding package according to the set time, the decisive factor must be completed the handover of the ground and meet the full amount of embankment.
Urging progress, demanding replacement of contractors
Mr. Le Ngoc Ha - Vice Chairman of Cam Xuyen District People's Committee - said that currently, at the "Renovation and Upgrade of National Highway 8C" project through Cam Xuyen district, there are still many power poles that have not been relocated.
According to Mr. Ha, because previously, when designing the project to renovate and upgrade National Highway 8C in Cam Xuyen, there was no mention of the design to relocate the power line system. During the project implementation, the relocation of new power lines was added, leading to slow site clearance.
Currently, in Cam Xuyen, the relocation of old electric poles and installation of new electric poles are being carried out, expected to be completed in more than a month.

The project to renovate and upgrade National Highway 8C from Thien Cam - National Highway 1 (Cam Xuyen District) and from National Highway 8 to Ho Chi Minh Road (Huong Son District) was approved by the Ministry of Transport (now the Ministry of Construction) in March 2022 with a total investment of more than 1,000 billion VND.
The project implementation period is from 2022 to 2025. The project is invested by the Ha Tinh Department of Transport (now the Department of Construction).
Recently, after inspecting the site, the Ministry of Construction assessed that the project started construction in October 2023, and is scheduled to be completed in October 2025. However, the volume achieved is very low. Package 17.XL achieved a volume value of about 40%, package 18.XL achieved a volume of about more than 38%.
Therefore, the Ministry of Construction requires the transfer of volume between contractors, replacing weak contractors. At the same time, it is recommended that Ha Tinh province direct the locality to promptly hand over the site to speed up the project's construction.
