That is the project to reinforce the slope of the cement concrete road in Hop Thuy, Dong village, Song Cau commune, Khanh Vinh district.
After Khanh Vinh district had an investment policy (December 28, 2023), in just 1 day (December 29), the investor, the People's Committee of Song Cau commune, completed many documents and work to appoint a survey consultant; the survey consultant unit carried out the survey work and completed the survey and project documents; the commune submitted a request for appraisal of the technical economic report documents.
The Department of Infrastructure Economics also completed the appraisal of the documents on December 29, 2023. After this Department had the appraisal results and on the same day, Song Cau commune and the Department of Infrastructure Economics submitted a report to Khanh Vinh district to advise them to issue a decision approving the construction technical economic report.
The Department of Construction Inspectorate later discovered that the appraisal report form for this project was not in accordance with regulations; there was no content assessing the capacity of the appraisal consulting unit; there was no confirmation from the competent authority on the appraised economic and technical report...
Also in January 2025, the Inspectorate of the Department of Construction of Khanh Hoa province announced the results of the inspection on the acceptance and handover of 13 construction works. These projects are invested by the Cam Ranh City Construction Project Management Board (Cam Ranh City PMU).
Cam Ranh City Project Management Board issued a document announcing the commencement of construction of 3 projects but did not send it to Cam Ranh City People's Committee as required. The Department of Construction Inspectorate also discovered that the contractor's acceptance minutes were signed without a chief supervisor for the 3 projects, which is not in accordance with regulations. Investors only learn from experience
Mr. Tran Minh Thuan - Head of the Economic Infrastructure Department of Khanh Vinh district confirmed that after the inspection conclusion, the unit held a meeting to review the experience of the relevant individuals. Mr. Thuan said that the department's file appraisal was wrong but did not affect the settlement and completion of the projects. The Economic Infrastructure Department appraised the files but did not intervene in the bidding of the projects, which responsibility belonged to the communes - the investors.
Meanwhile, for project stt01 - Dike system of Project 773, Cam Lap commune, Cam Ranh city, the investor issued a notice of commencement of construction but did not send it to Cam Ranh City People's Committee as prescribed. However, according to the inspection agency, this project was handed over in November 2021.
The administrative penalty for the above-mentioned violations has expired and there are no remedial measures for these violations. The Department of Construction Inspectorate decided not to impose administrative penalties on the contractors and the Cam Ranh Project Management Board, but only requested them to rectify and learn from their experiences.
