Unfinished projects for decades in Quang Ngai

Although not a major project, some roads and schools in Quang Ngai are still stagnant after decades of construction. This delay not only hinders economic development and wastes land, but also causes people to suffer and suffer for a whole decade.

10 years without completing 1km of road

One typical example is the Chu Van An Street Project (Quang Ngai City) from Hai Ba Trung Street to Ngo Si Lien, 876m long, but over the past 10 years, only 150m has been completed. The consequences of this sluggishness not only make dozens of households suffer, but also the authorities are lacking in resolving problems related to compensation and site clearance.

This project started in 2012, when the People's Committee of Quang Ngai province had an investment policy for the Chu Van An road project (connecting Hai Ba Trung - Hung Vuong road) and Nam Hai Ba Trung residential area. The project has a total investment of about 320 billion VND.

The project was initially assigned to the People's Committee of Quang Ngai City as the investor. In 2015, the People's Committee of Quang Ngai province transferred both the road and residential areas to Quang Ngai Construction Investment, Construction and Service Business Company Limited (QISC) as the investor. The project officially started in 2016. In 2020, the People's Committee of Quang Ngai province assigned the project to Quang Ngai city as the investor.

According to the reporter's records, up to now, 150m of the road has been basically completed, the remaining 700m has a new section of mixed stone, every time there is heavy rain, the road turns into ponds, along with hundreds of potholes, causing many difficulties and dangers for traffic participants.

In addition, due to unfinished construction, the extended Chu Van An road section has been completed and is 27m wide, but when entering the residential area, the road surface is only 3m, creating a bottleneck. This has limited the ability to travel from Thach Bich bridge (through Tra Khuc river) to the center of Quang Ngai city.

Sharing with reporters, Mr. Le Lien - a resident of group 2, Tran Phu ward - was upset: "The Chu Van An road project has been implemented for 10 years but has only been built for a few hundred meters and then stopped. My house is located in a project area, and cannot be repaired or rebuilt. Every time it rains heavily, the roof rotates and there is no place to live. The most difficult thing is not being able to transfer or separate the land to let their children build a house. The authorities need to clearly notify the people whether the project will continue or not so that they can know and repair their houses".

Land waste, hindering development

About 1km from the Chu Van An road project, the Chu Van An Primary and Secondary School construction project is in a similar situation.

After the Love Park Project was abandoned for 8 years, in December 2023, the People's Committee of Quang Ngai City had a policy to invest in building a school on this land with a total investment of 154 billion VND. Although the project has been approved and is planned to start construction in early 2024, the land is still a wasteland, where people graze cows and grow overgrown with grass, with no signs of construction.

Mr. Bui Duc Thuan - Director of the Quang Ngai City Land Fund Development and Investment Project Management Board - said that the Chu Van An Primary and Secondary School construction project is currently submitting capital for project investment, and must wait for capital allocation before starting construction.
