The Dong Dang - Tra Linh Expressway project has a total length of 121km, divided into two investment phases. Phase 1, Dong Dang - Tra Linh Expressway is invested with a length of more than 93km, starting at Tan Thanh Border Gate intersection, Van Lang district (Lang Son) and ending at National Highway 3 intersection in Chi Thao commune, Quang Hoa district (Cao Bang). The highlight of the project is the two tunnels through Dong Khe and That Khe mountains.
Phase 1 of the project has a total investment of VND 14,167 billion, invested by the consortium of Deo Ca Group Joint Stock Company - ICV Vietnam Investment and Construction Joint Stock Company - Deo Ca Transport Infrastructure Investment Joint Stock Company - Construction Joint Stock Company 568. It is expected that phase 1 will be opened to traffic in 2025 and completed in 2026.

To date, Lang Son and Cao Bang provinces have handed over 99.78% of the site. Cao Bang province alone has handed over 41.26km/41.35km. During the process of preparing technical design documents, some sections of the route were adjusted according to the actual terrain and people's wishes, leading to updating the site clearance scope (GPMB).
In addition to the advantages and achievements, the existing difficulties require the participation of the authorities to resolve them.
Accordingly, three resettlement areas in Cao Bang province are still in the process of implementation, affecting the arrangement of accommodation for households affected by the project. Adjusting the boundary of the GPMB compared to the feasibility study documents makes the procedures for converting forest use purposes longer than planned.



As one of the areas with many gasoline items (the most important and longest-lasting chain of work in the project) passing through, Thach An district has also become the place with the most backlog, especially site clearance.
Recorded in reality on February 26, up to now, Thach An district has approved the plan and compensation estimate to support the relocation of graves, paying 100% of trees and crops to households; completing the resettlement plan with 66 cases eligible for resettlement; organizing a resettlement draw for 39 households eligible for resettlement (phase 1), of which, 29 households under the project.
A representative of the People's Committee of Thach An district shared that the compensation payment work still has some difficulties and problems. The main difficulties are concentrated in land compensation plans, compensation cost estimates, and resettlement support for unapproved residential land.
Some architectural property categories are not included in the compensation price, so the process of applying architectural property prices faces many difficulties. Some cases of registered for concentrated resettlement do not meet the conditions.
Recently, on February 24, Mr. Hoang Van Thach - Vice Chairman of Cao Bang Provincial People's Committee inspected the project implementation progress.
At the meeting, he suggested that Thach An district prioritize focusing all its efforts on the expressway project, urgently reviewing and collecting statistics of all households subject to concentrated resettlement, and developing a relocation plan to hand over the site to the contractor in the first week of March. At the same time, coordinate with project enterprises to develop a plan to support dispersed resettlement households.

"We must keep in mind the spirit of not allowing barriers on the expressway, there is no reason for delay," Mr. Hoang Van Thach emphasized.
The Vice Chairman of Cao Bang province also directed the Thach An district government to focus on and seriously implement the work of site clearance and compensation, and to "sets up each hamlet and commune to mobilize and propagate to the people".
The Cao Bang Province Traffic Construction Investment Project Management Board is assigned to coordinate the relocation of technical infrastructure, including the power system, to ensure completion before March 31.
On February 26, Mr. Nguyen Van Hoang (residing in Cao Bang City) shared: "The project is under construction quite quickly, people are very happy, the journey to Hanoi for Cao Bang people is less difficult".
