In the Overall Project on Management of Concentrated surveillance camera systems in the city, the Hanoi People's Committee affirmed that following the trend of building a smart city in Vietnam as well as in the world, the surveillance camera system (security, order, ...) is an indispensable component and is a priority when choosing investment and implementation.
The city will build a shared surveillance camera image data system to serve public security monitoring in key areas and areas, headquarters of Party, State, Government agencies, government agencies, Consulate General areas, diplomatic missions of countries, industrial parks, and export processing zones in the city.
At the same time, the city has built a camera system to monitor traffic situation on routes, central areas, airports, crowded places such as markets, schools, key areas (security, order, traffic, environment, ...) to ensure security, order, urban order, traffic safety and order, environmental sanitation in the area.
Establishing an integrated centralized camera surveillance system will provide comprehensive monitoring capabilities in the city, instead of local monitoring in each individual locality, or according to different management areas as at present.
In addition, the integration will support authorities to exploit and improve the effectiveness of the surveillance camera system. The centralized camera image monitoring system allows synchronous and centralized management of access from units and localities at priority levels, avoiding resource encroachment as well as decentralization and cross-led delegation of authority affecting service quality.
Based on the survey results and the synthesis of the needs of departments, branches, People's Committees of districts, towns and cities have registered the need to install camera systems to monitor security, order, urban order, environment, and traffic safety in the city in the coming time.
Accordingly, the number of cameras will be installed at about 40,210 cameras (12,007 PTZ cameras; 28,203 fixed cameras). Of which, 23,736 cameras are used to monitor security, order and handling of violations, 227 cameras are used for national defense, 16,247 cameras are used to monitor state management of traffic safety, traffic infrastructure, environment, and urban order.
Chuong My district, Ba Dinh district, Dong Da district, Thanh Tri district... are the places expected to install the most surveillance cameras.
100% of cameras use Onvif-standard IP technology (the global standard of products operating on the IP interface), with a resolution of 2 to 8 Megapixel. Regarding transmission lines, 27 units proposed to deploy direct fiber optic transmission lines; 9 units proposed to use Internet transmission lines.
