More than 2 years since the day of voluntarily giving up all land to implement the project to upgrade National Highway 32C, Hien Luong - Yen Bai City section, that is the amount of time that the family of Ms. Nguyen Thi Tang (60 years old, Tien Phong village, Gioi Phien commune, Yen Bai city) with 5 members, had to rent a small house in the village to live day by day.
"My family volunteered to demolish our house and give up more than 4,000 square meters of land so that the state project could be implemented on schedule, but now the government does not guarantee a stable life for people in the new place," said Ms. Tang.

In the cramped house her family is renting, Ms. Tang recalls that the resettlement area was built 2 years ago, but the electricity and water systems are not yet complete. The people have petitioned the People's Committee of Gioi Phien commune, but this issue has not yet been resolved.
"My family was compensated 2 billion VND, but had to spend more than 1.5 billion to buy 2 resettlement plots for 6 people. With only 500 million VND left, is that enough for the family to build a house?", the 60-year-old woman was upset.
Ms. Tang said that when the site clearance was carried out, the local government had committed to supporting the family with a rental fee until a house in the resettlement area was built. However, the family has not yet received the rental fee for the last 6 months of 2024.


Not only is there a lack of water and electricity, but currently, the road system connecting the resettlement area with the main road outside is also not complete.
Ms. Le Thi Chat (also residing in Tien Phong village) said that the road leading to the resettlement area is a dirt road, leveled with the people's own money.
"When compensating, the government promised full electricity, but until now there is still no completed entrance," Ms. Chat shared.

Looking at the "3 no" resettlement land, this woman confided that this was expected to be a place to settle down for a new life, but for the past two years it has remained empty due to lack of basic infrastructure.
"To avoid overgrown weeds, the family took advantage of the vacant land to plant papaya trees. Looking at the papaya tree growing day by day, we don't know when we will be able to build a house on our own land," Mrs. Chat expressed her anxiety.


According to Lao Dong's report on December 11, the resettlement area is currently overgrown with weeds, creating a deserted, desolate scene.
It is known that this is one of three resettlement areas that the State has built early for Ms. Tang's family and other households in Gioi Phien commune to give up land and relocate their houses to renovate Highway 32C.
Speaking with Lao Dong, Chairman of Gioi Phien Commune Nguyen Duc Luan said that the resettlement area has been built for a long time, however, due to lack of capital, the electricity and water system here is still not complete.
"The city has proposed many times to soon complete the infrastructure of the resettlement area, but currently the project is still waiting for capital from the Ministry of Transport to arrange disbursement," informed Chairman of Gioi Phien commune.
The project to upgrade National Highway 32C, Hien Luong - Yen Bai City section, started in 2012, with capital mainly regulated by the Ministry of Transport, invested by the Department of Transport, with a total cost of over 600 billion VND and a length of over 16 km.
However, the project has not been completed yet due to lack of capital.
