According to the reporter of Lao Dong Newspaper, at that time, there was a big storm, accompanied by black clouds, and the rain began. Heavy rain affected traffic, making it difficult for people to travel.
Although not directly affected by storm No. 3 (Wipha), Ninh Binh province has just experienced heavy rain with strong winds, causing power outages in some localities in the province. Accordingly, people need to be very cautious and regularly monitor the weather situation.

Previously, to promptly respond to complex weather developments, the People's Committee of Ninh Binh province requested agencies and localities to closely monitor the developments of the storm, strictly manage vehicles going out to sea; notify owners of vehicles and captains operating at sea of the location and direction of the storm to proactively avoid, escape or not enter dangerous areas. The danger zone is adjusted in forecasts.
The People's Committees of communes and wards strictly implement the work of standing, patrolling, guarding, and protecting dykes when floods appear according to the warning level on the river system passing through the area according to the instructions.
Organize inspections, reviews and practical implementation of dyke protection plans, key protection plans, especially locations where incidents have occurred but have not been handled or remedied, and unfinished works according to the "4 on-site" motto to be proactive and ready to respond to all situations.
Prepare measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, power grid systems, telecommunications, protect agricultural production, prevent flooding in urban areas and industrial parks.
