Efforts to start construction of Ninh Binh - Hai Phong expressway project

Ninh Binh - Ninh Binh province is speeding up site clearance to start construction of the Ninh Binh - Hai Phong Expressway Project, the section passing through the province in the first quarter of 2025.

Mr. Pham Quoc Chinh - Director of the Ninh Binh Province Traffic Construction Investment Project Management Board (investor) of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh Province, said that currently, the localities in Ninh Binh Province where the project passes through have completed the inventory of land and assets that need to be recovered and cleared to implement the project.

According to Mr. Chinh, the Ninh Binh - Hai Phong expressway construction investment project, the section passing through Ninh Binh province, has a total land use demand of nearly 200 hectares, of which, the national highway surface is 0.16 hectares; the provincial road surface is 1.6 hectares; the district and commune roads are 2.6 hectares; land in the hamlet is 2.1 hectares; rice land is 14.4 hectares; aquaculture land is 6.1 hectares and cemetery land is 1.7 hectares.

The project passes through Yen Khanh and Yen Mo districts (Ninh Binh). "Currently, both localities have completed the inventory of land and assets that need to be recovered and cleared to implement the project. The localities are implementing the next steps to calculate compensation prices for each type of land and build resettlement areas for people whose land is recovered. We are coordinating with the localities to speed up the progress, striving to start the project in the first quarter of 2025" - Mr. Chinh said.

According to Mr. Chinh, the project passes through 7 communes and towns of Yen Mo district with a total length of 14.1km and affects 1,100 organizations, individuals and households. For Yen Khanh district, the project passes through 6 communes with 1,657 organizations, individuals and households affected. Currently, localities are speeding up procedures to deploy 10 resettlement areas for households whose residential land has been recovered. Of which, Yen Mo district has 5 areas and Yen Khanh district also has 5 areas.

"We have directed localities where the project passes through to take the lead and coordinate with investors and relevant agencies to review and specifically evaluate the location, expected area size, scale and construction solutions for each resettlement area. Resettlement areas need to be carefully considered and calculated on the basis of ensuring that they are suitable to reality and have a scale appropriate to the number of households affected by the project," said Mr. Nguyen Cao Son, Vice Chairman of Ninh Binh Provincial People's Committee.

The Ninh Binh - Hai Phong expressway construction investment project, the section passing through Ninh Binh province, has a length of 25.3 km; the starting point is at Mai Son intersection connecting with the North - South expressway in the East (in Mai Son commune, Yen Mo district), the end point is at the Day River overpass connecting the two provinces of Ninh Binh and Nam Dinh (in Khanh Cuong commune, Yen Khanh district).

The project has a scale of 4 complete lanes, a design speed of 120km/h, a roadbed width of nearly 25m, and a road surface width of 15m. The entire route will have 12 bridges, including 3 overpasses for people, and 3 interchanges. The total investment is 6,865 billion VND, including the central budget and the Ninh Binh provincial budget. The project is expected to be completed in 2029.
