On September 16, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor) said that after nearly 3 years of construction since the end of 2022, the An Phu intersection project (total capital of more than VND 3,400 billion) has reached more than 70% of the total volume.
According to Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Traffic Department, the two priority items are the N2 bridge branch and the HC1-02 underpass.
The N2 bridge branch (for vehicles turning right from the Ho Chi Minh City - Long Thanh Expressway to Mai Chi Tho Street, towards Vo Nguyen Giap Street) has reached 55% of the volume, expected to open to traffic on December 31, 2025.
The project is under construction with three points: The construction point of the T8 - T9 bridge span (activating cranes, excavators and 14 workers); the construction point of the T4 - T5 bridge span (combining materials, installing scaffolding with 14 workers); the embankment to reduce load (including 2 excavators and 7 workers).

The HC1-02 underpass is 760 m long, including 4 2-way lanes, directly connecting the Ho Chi Minh City - Long Thanh - Dau Giay Expressway with Mai Chi Tho Street (towards the Saigon River tunnel). The total investment capital for this item alone is more than 340 billion VND.
To date, the tunnel has completed about 73% of the volume, with 7 construction teams in operation. It is expected that from October 2025, the progress will increase sharply after handling infrastructure problems, especially the relocation - reconstruction of the D400 water supply pipeline and 12 power cables. The HC1-02 underpass is expected to open to traffic before the Lunar New Year 2026 (February 17, 2026).

Previously, the HC1-01 underpass at the Mai Chi Tho - Dong Van Cong intersection was opened to traffic from the end of June 2025.
According to Mr. Luong Minh Phuc, currently, the An Phu intersection often experiences serious congestion in 5 main directions: From Ho Chi Minh City - Long Thanh Expressway to the intersection or turn right to Mai Chi Tho - Vo Nguyen Giap; from Dong Van Cong intersection to go directly on Mai Chi Tho; from Luong Dinh Cua Street to the intersection towards the expressway; from Nguyen Thi Dinh Street and the parallel road to the intersection; Mai Chi Tho - Dong Van Cong intersection area.
The operation of the N2 bridge branch and the HC1-02 underpass will help reduce traffic pressure in this area by 80% Mr. Luong Minh Phuc emphasized.

In addition to the above two items, the Traffic Department is directing contractors to speed up the construction of branches of bridges N3, N4 (connecting Mai Chi Tho - Dong Van Cong) and bridges N1.1, N1.3 (left from Mai Chi Tho Street to Ho Chi Minh City - Long Thanh Expressway). These branches are expected to open to traffic before June 30, 2026, helping to fundamentally solve the congestion at the An Phu intersection.

Mr. Luong Minh Phuc said that the An Phu intersection project is considered to have a strategic role, because this is a direct connection point between Mai Chi Tho Street and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, and is also an important gateway to the East of the city.
The completion of the entire project not only creates traffic openness but is also ready to welcome the sudden increase in vehicles when the Ho Chi Minh City - Long Thanh - Dau Giay Expressway is completed and expanded at the end of 2026 and Long Thanh International Airport officially opens for operation from June 2026 Mr. Phuc said.
